In Buynaksk, owners of blown-up houses complain to Prosecutor's Office about actions of law enforcers

On May 14, owners of two houses that were blown up in Buynaksk met Rasul Isaev, Assistant of the City Prosecutor. This was reported by a woman from Karanaev family. They filed to the Prosecutor's Office their appeals stating that the explosive devices were planted in the houses of Buynaksk during searches.

On May 14, representatives of Karanaev and Umarov families came to meet the Prosecutor of Buynaksk. This was told to the "Caucasian Knot" correspondent by the woman from the Karanaev family.

"We were received by Rasul Isaev, Assistant of the City Prosecutor. We prepared appeals to the Prosecutor, in which we described the course of the search and our confidence, backed up by the facts that the explosive devices had been planted during the searches by armed men in masks who arrived to the place. Besides, we ask to Asadulla Karanaev and Said Umarov who were unlawfully detained after the searches," the representative of the Karanaev family said.

As a result, according to the woman's story, the representatives of the supervisory authority have promised to carry out the investigation into the incident and report on its findings.

Zarema Bagautdinova, the representative of the Dagestani regional public organization (DRPO) "Pravozaschita" (Advocacy) in the city Buynaksk also attended the meeting with Rasul Isaev, Assistant of the City Prosecutor. On May 7, she filed an appeal to the City Prosecutor in which she complained about the actions of policemen.

On May 6, Zarema Bagautdinova from the Dagestani regional organization "Pravozaschita" was detained by policemen when she attempted to make a video record with her mobile phone of the search carried out in the house of a Buynaksk resident. This was reported by Aisha Selimkhanova, a staff member of the organization "Pravozaschita". Later, Zarema Bagautdinova was released from the police station; however, her mobile phone had been broken.

"However, they told me that the response to my complaint will come to me at the indicated address and refused to speak with me," Zarema Bagautdinova told the "Caucasian Knot" correspondent.

According to her information, on those days, in Buynaksk, law enforcers carried out searches, detentions and arrests of residents of the city, and, in particular, followers of Salafism.

"The number of persons brought to police station reached about 30 persons. On May 5, at 03:00 p.m., relatives and residents of Buynaksk gathered at the gate of the Buynaksk GOVD (City Interior Division) to ask GOVD officials to explain the reasons for such mass arrests. The gathered residents were invited to select representatives in the number of five persons to visit Lakhiyalov, GOVD Chief. During the conversation, we realized that such measures are taken because of the initiation of the criminal case against Zaur Abakarov accused of attempt on law enforcers which was committed on April 30, 2013, at 09:30 p.m. When asked about the relation to Zaur of the city residents in such large numbers, the GOVD Chief said: 'We will investigate the case,'," Zarema Bagautdinova emphasizes in her appeal to the Prosecutor.
