Workmen of a penal colony in Rostov-on-Don suspected of beating up a convict

Workmen of a penal colony suspected of beating up a convict were detained upon the results of an inspection. A video of beating was posted on the Net, Chief Directorate of Federal Penal Service of Russia in Rostov region informed.

According to Chief Directorate, on November, 28, a video record with several men wearing dark-blue camouflage uniforms using violence against a convict was posted on the Net.

Preliminary inspection established that a convict born in 1992 who behaved extremely defiant was brought to Federal state public institution Penal colony No 10 of Rostov-on-Don. He refused to take off his civilian attire and put on the uniform. After that the convict was taken to security office of the colony where violence obviously going beyond the bounds of the personnel's authority was used against him. The whole incident in the office was filmed, web-site of Chief Directorate of Federal Penal Service of Russia in Rostov region reports.

According to Chief Directorate, six workmen of the colony participated in violent actions against the convict, two of them had been already discharged from the penal system by the moment of posting the video. Upon the result of the inspection referred to Committee of Inquiry of Russia in Rostov region a criminal case was initiated according to clause "Abuse of authority" of the Criminal Code of the Russian Federation, the report runs.

"Ex-Deputy Chief of Penal colony No 10 Vladimir Kobzar, ex-operative agent of operation department Maxim Danshin, operative agent of operation department Nicolay Ovchinnikov, inspector on duty on the dwelling zone of standby unit of security department Alexey Safronov and inspector of security department Vadim Semennikov became defendants on the case", a representative of Press Service of Investigative Department of Committee of Inquiry of Russia in Rostov region reported. According to him, the question of preventive punishment to the officials of Chief Directorate of Federal Penal Service of Russia is currently under consideration. The investigators are also finding out location of ex-employees for detention, "Interfax" reports.
