Resident of Kabardino-Balkaria claims unlawful detention and tortures

Islam Tlapshokov, a resident of Nalchik, asks human rights defenders to help protecting his rights and claims being unlawfully detained by law enforcement agents, interrogated without a lawyer present, and tortured.

On October 2, according to Islam Tlapshokov, he was detained by the law enforcement agents. It occurred in the morning on the way to his work. At the intersection of Suvorov and Zakharov Streets, his car was blocked by a VAZ-2114 dark car without state registration number plates. Two men in masks jumped out of it and, using obscene words, hit him in his face and body, forced him out of his car and pushed into their car. After that, they handcuffed Islam Tlapshokov, put a bag on his head, continued to beat him for some time, and then brought him to unknown room.

There, according to the man, they beat him with their feet and tortured him with electric current. After receiving Tlapshokov's consent to answer questions and do as they say, the unidentified men forced him to touch with his right hand an object, which turned to be a grenade.

According to Islam Tlapshokov, he was released on October 4 through the court after his detention became known to his grandfather, who hired a lawyer.

Islam Tlapshokov has sent a complaint against the actions of law enforcement agents, unknown to him, to human rights defenders and Ruslan Eshugaov, Chairman of the Commission on adaptation of former militants under the leader of the Kabardino-Balkarian Republic (KBR). He states that he is not guilty and that he did not commit any crimes.
