A resident of Dagestan protests against violation of his rights in a penal colony of Lipetsk region, his attorney reports

Convict from Dagestan Arthur Khanaliev who is serving his penalty in a colony of Lipetsk region declared his intention to go on a hunger strike on September, 9, as a sign of protest against groundless, in his opinion, being regularly placed in a lockup during several months, his attorney Abdurahman Abdurahmanov reports. The lawyer demands to call all those guilty to account.

Arthur Khanaliev born in 1987 who before arrest resided in the settlement of Bilbil, Magaramkent district of Dagestan, is serving penalty in penal colony (PC) of strict regime colony No 3 in the town of Elets, Lipetsk region.

On July, 28, 2011, he was sentenced to 10,5 years of imprisonment in a strict regime penal colony according to point "a", part 4, clause 162 (robbery) and part 3, clause 222 (illegal storage of arms) of the Criminal Code of the Russian Federation.

On September, 8, Khanaliev contacted his attorney on the phone.

"He called me and said that for already several months he was placed in a lockup every 15 days for the reason that he was allegedly propagandizing Islam in the PC. But in fact he only once appealed to the administration asking to provide a group of 25 Moslems serving penalty in the same colony with a room for prayers", Abdurahman Abdurahmanov said to the "Caucasian Knot" correspondent on September, 8.

According to Arthur Khanaliev's attorney, they are going to put him in the lockup on September, 9, again. "Since this day he is going on a hunger strike. Arthur has practically lost his voice. Conditions in the lockup are very poor: dampness, mould, moisture. He says he is almost in despair. He has no money to hire an attorney there in the colony", Abdurahman Abdurahmanov said.

The lawyer also informed that on September, 8, he submitted complaints to Prosecutor General's and Committee of Inquiry of the Russian Federation and also a statement to Chief of PC No 3 of Lipetsk region Igor Sotnikov in connection with Khanaliev's reports.

According to the lawyer, on September, 9, Khanaliev was placed in a lockup. Abdurahmanov does not yet know whether he meals.

The "Caucasian Knot" correspondent could not yet obtain comment in PC No 3 on the situation with Khanaliev's punishment.

Meanwhile, a representative of Department of Federal Penal Service in Lipetsk region stats that Moslem prayer rooms were already established and functioning in the above mentioned colony as well as in colonies No 2, 4 and 6 penal facility Federal state institution T-2 in accordance with an agreement of cooperation signed between Federal Penal Service and Central Moslem religious community Council of muftis of Russia.
