Four out of five persons, detained near hospital in Nazran, released from custody

In Ingushetia, four out of five persons, convicted after the incident, which occurred on September 1 in the yard of the Republic's Clinical Hospital in Ingushetia, had served their administrative penalties, and they had been released. Another convict Ali Khazbiev, a brother of Magomed Khazbiev, an Ingush oppositionist, an activist of the "PARNAS" Party, remains in custody and receives medical treatment at the Republic's Clinical Hospital.

"Five detainees were brought to administrative responsibility"

According to a representative of the press service of the Ingush Ministry of Internal Affairs (MIA), at night on September 1, in the territory of the clinical hospital, located in Nazran, a group of people, including a 23-year-old Umar Sultygov, a 26-year Beslan Sultygov, a 37-year-old Aslan Gaparkhoev, a 30-year-old Ali Khazbiev, and a 31-year-old Makhmud Khazbiev, out of hooliganism motives blocked an official Lada Priora car with police officers, who conducted the investigatory and search operations.

"The above persons did not respond to the words of the police officers, expressed gross obscenities and began to render resistance to the police officers. All the young people were brought to the Russian MIA's Department in the city of Nazran. Their accomplices Magomed Khazbiev and Ilez Nalgiev fled the place," explained the representative of the press service of the Ingush MIA.

According to him, following the examination of the place, the investigatory team seized a traumatic pistol of foreign production, registered in the name of Makhmud Khazbiev, and two cars, belonging to the Khazbiev brothers.

The detainees were charged under Article 19.3 of the Administrative Code of the Russian Federation ("Disobedience to lawful order of a police officer"). "On September 2, at about 8:00 p.m., the announcement of the court decision was started, and it was completed on September 3 in the morning," the "Caucasian Knot" correspondent was told by Madina Dakhkilgova, the lawyer of the detainees.

As a result, five detainees were brought to administrative responsibility for disorderly conduct and resisting the representatives of power. "They were subjected to the penalty in the form of arrest. Umar and Beslan Sultygov were arrested for one day, Aslan Gaparkhoev was arrested for three days, and Makhmud and Ali Khazbiev were arrested for five days," the lawyer has clarified.

"Ali Khazbiev was hospitalized only on September 3"

According to Madina Dakhkilgova, as of September 4, Umar and Beslan Sultygov, Aslan Gaparkhoev, and Makhmud Khazbiev were released. "At present, Ali Khazbiev, the fifth detainee, is at the Republic's Clinical Hospital of Ingushetia, where he received the medical treatment to heal the effects of beatings. The doctors have registered that he got a broken nose, bruised ribs, and a brain concussion. Meanwhile, Ali Khazbiev, despite his condition, was hospitalized only on September 3. We asked for a medical examination for the other defendants in the case; however, it has not been done till present," the lawyer said.

According to her, they filed a written complaint to the Investigatory Committee of the Russian Federation (ICRF) against the police officers, who conducted the detention and beat her client. "Yesterday (on September 3, - note of the "Caucasian Knot"), we received an answer from there that the case was brought to the ICRF in Ingushetia for consideration," the lawyer said.

A staff member of the Republic's Clinical Hospital, who preferred to remain anonymous, has said that at present the brothers Ali and Berd Khazbiev are at the same ward at the Department of Traumatology: "With regard to Ali, the diagnosis, pronounced by an ambulance doctor, has been confirmed he got broken ribs, nose, brain concussion, and kidney problems. On the floor, where the Khazbiev brothers are, police officers are on duty day and night."

"Two persons were involved in attempt on my brother"

Oppositionist Magomed Khazbiev believes that the latest developments with regard to his family represent "unsuccessful attempts of intimidation" by law enforcement agencies of Ingushetia.

"We found out that the attempt on my brother Berd involved two persons from the Nazran GOVD (City Interior Division), the leaders of the GOVD of the MIA of the Republic of Ingushetia. The results of our investigation, the facts, collected by us, to be transferred to the investigatory authorities, became known to those persons, who shot from a submachine gun and a pistol to the car of my brother," Magomed Khazbiev stated.

According to him, at the request of those persons, the staff members of the Nazran GOVD, who shot and wounded Berd, an official came to his house.

"The purpose of his visit was to forget about the incident and be reconciled in accordance with Vainakh traditions involving elders. I have answered to that peacemaker that our goal is to bring the case to court and to punish the persons, responsible for the attempt on my brother. Then, after that, everything followed: beating of my brothers and search," Magomed Khazbiev expresses his opinion.

The oppositionist claims that during the today's meeting, Nokha Tsechoev, Chief of the Nazran GOVD, told his subordinates that the one, who would bring Magomed Khazbiev to the GOVD, would receive cash remuneration.

Nokha Tsechoev, Chief of the GOVD of the city of Nazran, refused to comment to the "Caucasian Knot" correspondent on the situation around the Khazbiev family.
