Moskalenko: bureaucracy delays money payment to Krymsk residents

Residents of the city of Krymsk, affected by the flood, report that they receive their compensations, despite the bureaucracy. Those who have confirmed their right to get assistance for loss of property in the amount of 150,000 roubles will receive money to their accounts until the end of the week, Alexander Tkachov, Governor of the Krasnodar Territory, has promised.

At the sitting in Krymsk on July 9, Vladimir Putin noted that all the victims would receive 10,000 roubles each from the territorial budget for the essentials. In total, according to Russian President, the government will allocate 3.8 billion roubles to help flood victims from the federal budget. He has also promised 160,000 roubles to each of the Krymsk victims.

In the Krasnodar Territory, the one-time financial help amounting to 10,000 roubles was issued to 33,016 persons affected by the flood; payments for the partially or completely lost property also continue, on July 17 announced the Russian Ministry of Labour and Social Security.

Compensations are paid out through the offices of "Sberbank" and "Pervomaisky Bank" said Sergey Kolnichenko, a deputy of the Krymsk District from the Communist Party of the Russian Federation (CPRF).

"People come to a local bank office, present their passports and receive compensations. If a person is absent in the list of one bank, he or she goes to the other bank. If absent also there, then people go to the administration, prove that they are victims; and they are put on the list," the deputy told the "Caucasian Knot" correspondent.

Olga Moskalenko, a coordinator of help to the victims, has confirmed: "Indeed, there are people who were told that the lists had been lost. Citizens have to sit without money and wait. But finally, the lists are restored, and people get their money."

Meanwhile, the amounts of compensations do not satisfy all the flood victims.

"They calculated the compensation three times smaller than the real cost of the lost property: they said that a car, a microwave oven and washing machine are luxury items," a local woman told the "Caucasian Knot" correspondent, who on July 16 ran a tweet-broadcast from Krymsk.

"The Russian government was instructed to provide one-time financial assistance in the amount of one million roubles; the same assistance in the amount of one million roubles was to be provided to the families of casualties at the expense of the territorial budget. That is, all families of the casualties will receive two million roubles each", runs the personal Russian President's message to the inhabitants of the affected districts of the Krasnodar Territory.

The Governor of the Krasnodar Territory Alexander Tkachov has explained that under the new presidential decree, the residents of the houses that can be repaired will get compensations for repairs at the rate of 5000 roubles per square meter of general floor area. "Within three days we'll start these payments," said Tkachov.

He said that special repair teams will be formed for those who will not be able to repair their houses themselves.

Galina Zolina, the deputy head of the government of the Krasnodar Territory, said that so far 1683 flood victims are in need of new housing, the RIA "Novosti" reports.

According to her story, the Krasnodar Territory is ready to provide 150 apartments in Gelendzhik and other cities of the territory. First of all, the apartments will be provided to low-income families, families with young children, pregnant women and other disadvantaged population groups.

"In general for the district, 1441 objects have been recognized as emergency facilities. It is necessary to provide - as soon as possible - housing facilities to 3100 people," the Territorial Governor Alexander Tkachov wrote in his blog on the Twitter.
