Residents of Armenia celebrated Constitution Day

On July, 5, residents of Armenia celebrated the 17th anniversary of adoption of the Constitution. All the sectors of society guided by the Constitution must eliminate the existing unconformity between the proclaimed values and reality, President of Armenia Serzh Sargsyan declared on the occasion of the holiday.

According to Serzh Sargsyan, Constitution Day is one of the most important holidays of "new statehood" in Armenia.

On July, 5, 1995, the Constitution of the Republic of Armenia was adopted by nationwide vote. It proclaimed government power of the people implemented by means of free elections and referendums.

"Only in the atmosphere of efficient communications with civil society can the state become really democratic and establish a civilized community in which freedom and social order would keep complete balance", congratulatory message of Serzh Sargsyan to the Armenian people on the occasion of the 17th anniversary of adoption of the Constitution runs.

The President pointed out in his message that all the sectors of society were responsible for social compliance.

Meanwhile, in the opinion of professor Felix Tokhyan, member of the Constitutional Court, the Constitution of Armenia does not answer all the questions.

According to Tokhyan, the point is that the Constitution does not work and is not used as a value system. It concerns the points connected with protection of human rights.

"Until we have no independent juridical authority the citizens cannot be ensured fair trial. The greatest deficit in the country falls on the sphere of justice. In its turn, the absence of independent juridical authority influences the rate of economic growth to a great extent", Felix Tokhyan considers.

Since the day of its adoption in 1995 the Constitution of Armenia is still failing to become a regulator between the bodies of state authority and the rules of the game accepted by all, member of the ruling party "Nasledie" ("Heritage") Stephen Safaryan declared. According to him, as of today the mechanism of implementation of constitutional regulations is not still working.

"Only respect for the Constitution is needed to put this mechanism right", Stephen Safaryan said.
