Relatives of Dagestani convicts ask to transfer them from colony of Yamal-Nenets District to homeland

Relatives of the Dagestani residents, who serve their terms in the penal colony No. 8 of the Yamal-Nenets Autonomous District, ask to transfer the convicted persons to serve their terms to their homeland or in the geographically nearest republics of the North-Caucasian Federal District (NCFD).

Relatives of Shamil Gaziev, Arthur Djamavov, Magomed Mukutov, who were sentenced at different times in Dagestan and who serve their terms in the town of Labytnangi in the Yamal-Nenets Autonomous District, sent a statement to the Human Rights Centre (HRC) "Memorial". They asked to assist in transfer of the convicted persons to serve their terms in the republics, nearest to Dagestan, to give them the possibility to visit the convicted persons. This was reported by Elena Denisenko, a representative of the Human Rights Centre.

The human rights defender has emphasized that the appeal is also dictated by the fact that "according to the complainants, their relatives serve their terms under inhumane conditions, where they are constantly under pressure."

The appeal was caused by the visit of the father to Shamil Gaziev, a resident of Makhachkala, who was sentenced for 24 years of imprisonment for committing the double terror act in Kizlyar on March 31, 2010. On March 30, Gazimagomed Gaziev, the father of the convicted man, a resident of the village of Shamkhal, the station of the Kirov District of Makhachkala, stated that his son, who served his term in the penal colony No. 8 in the Yamal-Nenets Autonomous District, is being persecuted on religious and ethnic grounds.

The appeal, addressed to the Human Rights Centre "Memorial", notes that in the event of transfer of the convicted persons to serve their terms to their homeland or to one of the republics of the North-Caucasian Federal District (NCFD) or South Federal District (SFD), the Caucasian natives will not suffer in prisons from discrimination on a national basis, and their relatives will have an easier opportunity to visit their family members.
