Speaker of Chechen Parliament spoke against limiting the term of office of Head of the region

The term of office of Head of the region must not be limited to two terms as stipulated by model bill in draft, Head of the Parliament of Chechnya Dukuvakha Abdurahmanov declared.

On March, 2, 2007, the Parliament of Chechnya approved of granting the power of Head of the republic to Ramzan Kadyrov. All in all 56 deputies from both Chambers of the Parliament voted for this decision. This candidate for the office of Head of Chechnya was put forward by Vladimir Putin. On March, 5, 2011, the Parliament of Chechnya sanctioned Ramzan Kadyrov’s candidacy as Head of the Republic for the second term unanimously.

The law on direct election of governors that will come into effect on June, 1, stipulates limitation of the authority of head of a region to two terms in succession. Based on this law a so-called model bill in draft was worked out and is distributed among the regions for local legislators could be guided by a certain pattern while making the respective amendments.

”As for us, we are not going to pass such a law… We find it difficult to comprehend where the two terms for federal authority and the same for republican authority election appeared from. Neither one nor three of five terms”, RIA “Novosti” quotes Head of Chechen Parliament Abdurahmanov.

Dukuvakha Abdurahmanov declared that in connection with the new bill in draft he appealed to Chairman of State Duma Sergey Naryshkin and Speaker of the Council of Federation Valentina Matvienko asking to review these regulations. Matvienko has already given okay to revision of the model bill in draft for Chechnya to be able to alter it in accordance with its political demands”, “Echo of Moscow” reports.
