Attorney and relatives of a man who disappeared in Dagestan accuse law enforcement bodies of inaction

The attorney of resident of Kizilyurt Akav Khalidov who disappeared in unexplained circumstances declares inaction of law enforcement bodies who are not searching for the missing man. Representatives of law enforcement bodies state that they have no information of Khalidov.

Akav Khalidov's parents have an information that of February, 28, their son was stopped by the police twice: first in the central market of Kizilyurt and then at Sultayangiyurt post. Both times the policemen stated that they had a search notice on Akav's car but after telephone calls to other police departments and clarification they released him explaining it by an error because of "one wrong letter".

According to Akav Khalidov's parents, Akav Khalidov's car was found in a parking lot under security surveillance "belonging to Kizilyurt municipal police department where arrested people's cars are usually kept".

"From February, 29, till the present moment, i.e. May, 27, Khalidov's family know nothing of Akav Khalidov's location. His parents repeatedly, practically every day, appeal to law enforcement bodies both in the written and oral form about their son's disappearance. However they hear only runarounds and receive lame excuses", lawyer Sapiyat Magomedova with whom Akav Khalidov's parents concluded an agreement on protection of their son's interests, said to the "Caucasian Knot" correspondent.

"No criminal case was initiated on the fact of the person's disappearance without a trace, Akav's wife Rashidat, his family and friends have not been interrogated. On March, 1, Rashidat Khalidova submitted a statement concerning her husband's disappearance to Investigative Department of Kizilyurt, however up to the present moment she has not been informed about the respective decision and measures to establish her husband's location", the lawyer says.

According to Sapiyat Magomedova, a meeting of Akav Khalidov's relatives with notified number of 60-70 participants was planned on March, 22, in Kizilyurt.

The missing man's father said that the Khalidovs' relatives and friends intended to demand from law enforcement bodies to take measures to find out Akav's location and measures according to their statements and complaints of inaction of the investigative bodies of the republic. However, the meeting was canceled because law enforcement personnel dissuaded Khalidov's father from it promising to find his son.

"The case is given the runaround: Kizilyurt refers to Khasavyurt and vice versa. The two towns still cannot decide whose responsibility the search of the missing man is but time is slipping away!", Sapiyat Magomedova says.

Neither in Khasavyurt nor in Kizilyurt department of Committee of Inquiry of Russia could the "Caucasian Knot" correspondent receive information on who was carrying out the missing person's search. Both explained it by the absence of information about him.

Besides, the police department of Khasavyurt did not confirm the fact that Akav Khalidov's car was found in the parking lot under security surveillance where arrested people's cars are usually kept".
