Members of Adaptation Commission could not meet alleged militants blocked in Makhachkala

Power agents did not allow representatives of the Commission on adaptation of IAF members to the alleged militants blocked in Makhachkala. Negotiations of the members of the Commission with power agents did not succeed.

The "Caucasian Knot" has reported that today, in Makhachkala, power agents blocked the house, in which Makhmud Mansur, suspected of organizing the terror act committed on May 3, resided. His mother Zarina said that armed men in camouflage demanded that the man, suspected of involvement in the armed underground, came out of the house.

Representatives of the Commission, to whom relatives of the people blocked in the apartment appealed for help, left, having failed to pass through the cordon. This was told to the "Caucasian Knot" correspondent by a resident of Makhachkala, who presented at the place.

"They wanted to conduct negotiations with the people inside the house and to take with them their parents; however, power agents made no concessions. Recently, representatives of the Commission left the place," said the source.

According to the source, apart from Makhmud Mansur, in the house there were a young man named Abdurakhman Magomedov, two girls named Zalina and Fatima, and two children, including one infant.

Aisha Selimkhanova, Chair of the Dagestan regional public organization "Pravozaschita" (Advocacy), told the "Caucasian Knot" correspondent that the house was cordoned off by armed men, and no one conducted negotiations with the people in the house.

According to the Human Right Centre (HRC) "Memorial", relatives of one of the men blocked in the house appealed to the human rights defenders for help.

"We appealed to Rizvan Kurbanov, the deputy of the State Duma from the Republic of Dagestan, Chairman of the Republic's Commission on adaptation of militants. At his request, we contacted Makhmud and Abdurakhman, the men blocked in the house, and we found out that, apart from two men, there were three women and two children a two-month-old infant and a one-year-and-two-month-old child. Svetlana Gannushkina, Chairman of the Committee "Civil Assistance", talked to the women. According to men, they are ready to surrender; however, at first, they ask to give an opportunity for women with children to leave the house," reports the statement of the Human Rights Centre.

According to the HRC "Memorial", blocked people had repeatedly contacted by telephone the man, who called himself the FSB officer, the head of the special operation.

"For several hours already, the officer does not allow to let the women with children go from the house into the yard. According to his story, the snipers keep the door at gunpoint, and any movement irritates his fighters and will cause fire for effect. The last time he confirmed that at about 9:00 p.m.," states the document.

"As far as we know, the leaders of Dagestan try to interfere with the situation to save the women and the children and to prevent unnecessary bloodshed. However, power agents, non-subordinates to the local authorities, play for time," states the newsletter.

The "Caucasian Knot" has reported that on May 3, in Makhachkala, a double terror act occurred. The first explosion occurred at the "Alaska-30" police check point at about 10:20 p.m. Moscow time, the second one at about 10:40 p.m. Moscow time. 13 persons were killed in the double terror act.
