Investigators refuse to parents of Dagestani teen to initiate a case against policemen

On January 24, the parents of Sharvili Ramazanov, a teenager from Dagestan, who had earlier reported that their son was beaten by policemen, received a statement on refusal to initiate a criminal case against policemen of the Magaramkent ROVD (District Interior Division). The parents plan to appeal against this decision in court.

The "Caucasian Knot" has reported that on January 14 Sharvili Ramazanov's mother said that her son had been beaten by five policemen from the Magaramkent ROVD. According to her story, they tried to force the boy to confess of stealing money and gold from the house of Police Major Zingar Abdullaev, the head of the criminal investigation. The presence of bodily injuries in the boy was confirmed by doctors at the hospital in Derbent. The Inter-District Investigatory Committee for the Magaramkent District began a pre-investigation check of the case.

According to the statement on refusal to initiate a criminal case, in the course of the pre-investigation check, the policemen, indicated in the application of Sharvili's mother, said that they did not know the teenager and did not understand why their names were indicated in the application. Abdullaev said that there was no theft in his house; and his relatives could confirm this.

The mayor said that from December 12, 2011, to January 30, 2012, he was on vacations, and gave no instructions to his subordinates did not give. Besides, he asserts that he had learnt from his brother-in-law Daglar, Sharvili Ramazanov's father, that on January 7 the boy fell down the stairs, when getting up in the attic of his house; and his mother took him to hospital.

According to the lawyer, who is representing the teenager, his relatives plan to appeal against the refusal to initiate a criminal case in the judicial manner, the HRC "Memorial" reports.
