Ex-district head in Volgograd Region suspected of embezzling four million budgetary roubles

The ex-head of the administration of the Kotovo District of the Volgograd Region and the General Director of the OJSC (Open Joint-Stock Company) "Volgogradneftegazstroy" are suspected of theft of 4 million roubles allocated from the budget for reconstruction of a road. Investigation is underway, the Ministry of Interior Affairs (MIA) in the Volgograd Region reports.

Investigatory unit of the Investigatory Department of the MIA in the Volgograd Region initiated a criminal case against the ex-head of the administration of the Kotovo District of the Volgograd Region and the General Director of the OJSC "Volgogradneftegazstroy", a source from the region's law enforcement agencies reports.

The criminal case was instituted under Articles "fraud", "abuse of power", the "Interfax" reports.

"It was revealed that on November 10, 2008, the administration of the municipal district in the person of the head of the District and the company in the town of Kotovo concluded a municipal contract to perform work on design and reconstruction of the road amounted to about 30 million," the press service of the Chief Department of the Russian MIA in the Volgograd Region reports.

According to investigators, later, the suspected General Director of the company, being aware that no construction and assembly works on reconstruction of the road were conducted, presented fake documents on fulfilment of works on the specified object to the head of the District, with request for his signature and authorization for payment for the services rendered, the "V1.ru" reports.

"In his turn, the administration head, also being aware that no works were conducted on the specified object, put his signatures on the documents presented to him and instructed his subordinates to carry out payment operations. Budgetary funds amounting to more than seven million roubles have been transferred to the company's account," the MIA reports.
