In Makhachkala, protesters demand from leaders of Russia and Dagestan to stop "law enforcers' arbitrariness" in the region

The rally in Makhachkala against "arbitrariness of law enforcers", which was attended on November 21 by about a thousand persons, ended with adoption of an appeal to presidents of Russia and Dagestan Dmitry Medvedev and Magomedsalam Magomedov. The appeal notes that the republic sees a real civil war, as a result of which several hundreds of people perished within the last year only.

We have to state that in Dagestan our rights are not protected, on the contrary, they are violated and abused. We express our indignation at the tyranny perpetrated by the state through its law enforcement bodies," says the document.

The participants of the rally have demanded from the leaders of Russia and Dagestan, as guarantors of the country's republic's constitutions, "to stop arbitrary arrests or detentions without reason and observance of procedural standards, put an end to torture, violence, other cruel or degrading treatment or punishment committed by law enforcement bodies; and ensure the work of law enforcers within the law, in the open mode."

Abbas Kebedov, a member of the Public Chamber of Dagestan and the co-chair of the Dagestani regional public organization "Dagestan – Territory of Peace and Development", believes that the leadership of Russia and Dagestan should immediately react to the situation in the republic. "The situation here is gradually getting out of control of the government itself, not to mention the civil society," said the source, according to whom, "dozens of people in different localities of Dagestan have been detained."

The authorities have not yet responded to the protesters' appeal.
