Ruslan Evkurov: I'll give all the raised money back to Dolakovo residents

At confrontation with the villagers of Dolakovo, Ruslan Evkurov, a relative of the head of Ingushetia Yunus-Bek Evkurov, promised to give back the five million roubles, fraudulently received from them.

The confrontation with villagers was held on November 17 in the city of Magas, at the OBEP (Division to Fight Economic Crime), in the Nazran ROVD (District Interior Division). Ruslan Evkurov pled guilty and promised to return the money to Dolakovo residents.

According to his story, he collected the money aiming to start his own business.

"I offered residents of various dwelling settlements, including the village of Dolakovo, to give me money in exchange of various services. In particular, for helping them in receiving the governmental subsidy in the amount of 800,000 roubles for development of one's minor business," said Ruslan Evkurov.

He has confessed that he had presented himself to the villagers as an official of the Ministry of Economy and Industry of the Republic of Ingushetia.

"That's why citizens believed me and brought money in the amount of 15,000 roubles each. In fact, I was not an official of the Ministry," said Ruslan Evkurov.

According to his confession, in reality, he had no means to affect reception by citizens of the above government subsidies on development of small businesses. He also said that he gave three out of five million roubles to a married couple from the village of Plievo.

The "Caucasian Knot" correspondent was informed by Ismail Mankiev, a deputy of the municipal rural settlement Dolakovo, that at the confrontation Ruslan Evkurov was asked whether he is a relative of the head of Ingushetia Yunus-Bek Evkurov.

"Yunus-Bek Evkurov is my second cousin; I see him two or three times a week; and we used to communicate rather frequently, as we live close to each other. I don't know why he had misled the reporter from the newspaper 'Izvestia' by saying that he personally didn't know me and that I am his distant relative," Ismail Mankiev quoted Ruslan Evkurov as saying.

All the victims, who were present at the confrontation, gave their evidences. According to Mankiev, the agents of the OBEP of the Nazran District have gathered preliminary materials; now, they decide on initiation of a criminal case against Ruslan Evkurov under Article 159 of the Criminal Code dealing with frauds.

It is known that the head of Ingushetia Yunus-Bek Evkurov has already reacted to the situation in a rather unexpected way - he ordered to arrange for Dolakovo villagers screening of movies about Ostap Bender, the TV Channel "Dozhd" (Rain) reports.

With regard to frauds through use of well-known names, the last offence of this sort registered in the North-Caucasian Federal District (NCFD) happened in Chechnya. A namesake of the head of Chechnya Ramzan Kadyrov together with his accomplices called citizens of the Nadterechny District by phone and extorted money from them. He managed to get 5 million roubles from the head of the population employment centre of the Nadterechny District.
