Dagestani leader treats local units of "Rosimuschestvo", "Roskadastr", "Rosnedvizhimost" and "Rosreyestr" as republic's most corrupted ones

On November 15 at the joint meeting of the Security Council, the Anti-Terrorism Committee and the Control Headquarters of Dagestan, the Dagestani leader Magomedsalam Magomedov invited the heads of the territorial offices of the federal agencies engaged in ecological issues, to resign and called them "breeding grounds for corruption in the republic."

One of the issues discussed at the meeting was ecological safety of Dagestan. According to the Dagestani leader, illegal use of natural resources causes great damage to both economy and ecology of the republic.

"It causes damage not even by the fact that people take out sand, gravel and stone, not by the fact that these resources have some kind of value. It causes damage due to the fact that it destroys some basis on which we can build the future of our economy; it causes great damage to the development of tourism. This sand, which we export from the recreational areas, becomes a "gold" resource. We will have to bring it back at a much higher price. The same situation is true for gravel pits, quarries for stone processing. Only legitimate licensed activities should be allowed in this direction," said Magomedsalam Magomedov.

Let us note that, according to the Ministry of Natural Resources and Environment of the Russian Federation, Dagestan is not included in the list of regions with high and very high levels of pollution.

Nevertheless, the results of ecological and social questioning of the republic's population conducted by the Ministry of Natural Resources of Dagestan revealed that only 25 percent of respondents treated ecological situation in their community as "good", 35 percent of respondents treated it as "satisfactory", and 40 percent - as "bad".

According to Ali Nurmagomedov, Prosecutor of the Makhachkala Inter-District Ecological Prosecutor's Office, the most problematic issues in the field of forestry are unauthorized construction on forest land, deforestation, damage and destruction of top fertile soil layer of forest soils.

He stated that at present all residents of Dagestan witness how criminalization of the republic's market of state forest fund grows to catastrophic proportions.

When asked about measures taken to respond to gross violations of land legislation and about initiation of criminal cases, the Prosecutor said that during the last five years, the Prosecutor's Office filed about 40 lawsuits to demolish the same number of cottages.

"When court decisions, declaring the transactions null and void, come into force, the process of their legalization and allocation of these lands to the same persons starts again. All this occurs with the involvement of the Territorial Administration of the "Rosimuschestvo" (Russian Federal Agency for State Property Management) of the Republic of Dagestan, the Federal State Institution "Russian Land Cadastre Chamber", the Territorial Administration of the "Rosnedvizhimost" (Russian Real Estate Agency), and the Territorial Administration of the "Rosreyestr" (Russian Federal Agency for State Registration, Cadastre and Cartography). During the year, we filed to the Supreme Court 38 complaints to invalidate the court decisions. So far, no court decision, even inured one, has been executed. At present, about 3000 illegal cottages were built in protected areas," Ali Nurmagomedov reported.

In response, the Dagestani leader said that the territorial administrations of the "Rosimuschestvo", the "Roskadastr" (Land Cadastre Chamber), the "Rosnedvizhimost" and the "Rosreyestr" are the republic's most corrupted ones.

Representatives of the territorial administrations of the "Rosimuschestvo", the "Roskadastr", the "Rosnedvizhimost" and the "Rosreyestr" still refuse to comment on the accusations against them. They promised to comment later, after consultation with the Moscow administrations, the "Caucasian Knot" correspondent reports.
