Sergey Stepashin: salaries in NCFD fail to reach national average

In the North-Caucasian Federal District (NCFD), the unemployment rate is four times higher than the national average. This was reported by Sergey Stepashin, Chairman of the Accounts Chamber of the Russian Federation.

"In the first half of 2011, the number of registered unemployed persons amounted to 8.7 percent, while the nationwide rate is 2 percent," said Sergey Stepashin on November 14 at the meeting in the city of Stavropol.

Let us remind you that on October 13, Nikolai Patrushev, Secretary of the Russian Security Council, stated that unemployment and violations in budget allocation are the main problems in the NCFD. In 2010, almost all regions of the NCFD entered top ten of the most problematic regions by the rate of registered unemployment.

At the meeting on November 14 Sergey Stepashin has emphasized that the total unemployment rate reached 16 percent of the working population of the district, which amounted to 800,000 persons.

The particularly high unemployment rate has been registered in Ingushetia and in the Chechen Republic - 50 percent and 35 percent, respectively. According to Sergey Stepashin, salaries in the region fail to reach the national average, the "Interfax" reports.

The head of the Accounts Chamber of the Russian Federation also stated that the gross regional product (GRP) in the NCFD failed to reach the average Russian figures; at the same time, state administration bodies take a significant portion if the GRP's structure.

Thus, in Ingushetia, the portion of state administration bodies in the republic's GRP reaches 23.3 percent, in Chechnya - 22.9 percent. "These figures are more than four times higher than the Russian average. So, there are a lot of managers; however, too small number of those people who are eager to work," the "Kommersant" quotes Sergey Stepashin as saying.

According to the Accounts Chamber of the Russian Federation, the total amount of violations in spending of the budget funds allocated to the subjects of the district this year, has exceeded 18 billion roubles, the RIA "Novosti" reports.
