Krasnodar court sentences former DFMS deputy head to a year in settlement-colony

On November 8, the Pervomaiskiy District Court of Krasnodar sentenced Alexander Starchkov, the former deputy head of the Department of the Federal Migration Service (DFMS) of the Russian Federation for the Krasnodar Territory, to one year of imprisonment in a settlement-colony. According to the investigation, Starchkov had hired an employee, allowed him not to work and helped him to get promoted to the rank of a captain of internal troops, said the spokesman from the Territorial Prosecutor's Office.

Let us remind you that a criminal case against Starchkov was initiated after a prosecutor's check, when its materials were sent to the Investigatory Department for the Krasnodar Territory of the Investigatory Committee of the Russian Federation (ICRF). In June, the Territorial Prosecutor's Office sent the criminal case against the former deputy head of the DFMS to the court.

According to investigators, in November 2007, Starchkov, the then deputy head of the DFMS and at the same time the head of the personnel division of the above Department, appointed his friend Galust Petrosyan to the post of inspector of the DFMS division in one of the districts of the Territory, and then appointed him to work for a similar division in the Tsentralny District of Krasnodar. According to investigators, in doing so, the officer knew that there was no inspector vacancy in the district.

It was established that Starchkov failed to issue an order on appointing Petrosyan to the position; the latter had no duty regulations and actually did not work for the DFMS. Nevertheless, he received his salary - in total, from the moment of appointment, the amount of 426,100 roubles was accrued to him, the "Yuga.ru" reports.

About a year later, in August 2008, Starchkov submitted a presentation to the Russian FMS on awarding Petrosyan with the next special rank.

As reported by the Prosecutor's Office, Starchkov himself wrote a "knowingly false positive characteristic" on Petrosyan; and after considering it, by the order of the Director of the FMS, Petrosyan was awarded the rank of captain of the internal service.

As a result, the court found Starchkov guilty under part 1, Article 292 (service forgery), and part 1, Article 286 (abuse of powers), of the Criminal Code, but released him from punishment under Article 292 in connection with expiry of the time limit after the offence.

The attitude of Alexander Starchkov to presented charges is not reported; however, the prosecution believes that he will appeal against the sentence, the RIA "Novosti" reports.
