Russian SC to consider pensioner's claim against pension size to ex-governor of Rostov Region

Vladimir Bulanov, a pensioner from the city of Taganrog, seeks to reduce the pension appointed to Vladimir Chub, the former governor of the Rostov Region.

After the refusal of the Rostov Regional Court to consider his application, it will be done by the Supreme Court (SC) of the Russian federation.

The pensioner calls for cancellation of the regional law "On guarantees of the head of the Administration of Rostov Region, who finished exercising his duties, and of his family" of June 10, 2010. The reason for Mr Bulanov's persistence is in the unfairly large, according to his opinion, pension appointed to the retired governor.

The issue of eligibility of Bulanov's claim is being considered by various instances for more than 16 months already, from the date of filing of his first application in June 2010. The application was not accepted for consideration by the first instance under the motive that the law on ex-governor's pension did not affect the rights and freedoms of the applicant, the edition named "Krestianin" writes.

Vladimir Bulanov had already challenged the refusal at the Supreme Court; however, he failed to find support there. The pensioner re-applied to the court of his region, but on October 7, the Rostov Regional Court again rejected his application; and he again appealed to the Supreme Court.

The Russian Constitutional Court has concluded that the court may not refuse to accept such an application, and ordered to accept it to consideration. The complaint will be reconsidered by the Supreme Court, the Rostov News Agency reports.
