Police accuses kidnapped resident of Dagestan of hooliganism, his relatives assert

In Dagestan, protocol on administrative violation - appearing in a public place while intoxicated - has been completed against Rustam Yakhyaev, who had been previously kidnapped and is now kept in the OVD (Interior Division) of the town of Izberbash. This was reported by his family members.

The "Caucasian Knot" reported that this morning the relatives of Rustam Yakhyaev stated that they found him at the police station in Izberbash after his kidnapping that had occurred on October 13 in the city of Makhachkala.

According to the relatives of Yakhyaev, the police officers at the OVD completed against Yakhyaev a protocol on administrative violation for appearing in a public place while intoxicated. The Yakhyaev's relatives strongly disagree with this statement, since, according to them, Rustam does not drink alcoholic beverages or smoke. They also claim that the people, who kidnapped Yakhyaev, first beat Rustam and then forcibly poured vodka into his mouth.

According to the relatives of Yakhyaev, people, who kidnapped him, want to present everything in the way as if he got drunk and started a fight.

The Yakhyaev's relatives also reported that they had appealed to Nurmagomed Murtuzaliev, Chief of the ROVD (District Interior Division) of the town of Izberbash, to clarify the circumstances of the case and demand the release of Yakhyaev if he was not guilty. However, according to their story, the Chief of the ROVD "acted inappropriately".

"He started yelling at us, expel us from the office; he stated that he was allegedly entitled to detain Yakhyaev for more 2 days," the relatives of the kidnapped man told the "Caucasian Knot" correspondent.

The Ministry of Internal Affairs (MIA) of Dagestan stated that yet they had no information about the fact that Yakhyaev had been found and did not know about the charges against him.
