Kalyapin's complaint against idleness of Russian MIA for NCFD rejected

Today, the Essentuki Court has ruled to dismiss the complaint lodged by Igor Kalyapin, the chairman of the Interregional Committee against Torture against inaction of officials of the Chief Department of the Russian MIA for the North-Caucasian Federal District (NCFD) at kidnapping.

It took Judge Danilova six hours to write the reasoning section of the court's decision.

"The reasoning section of the refusal lists all the operative-search activities undertaken in the case of Umarpashaev, whose interests our organization is presenting at the trial," said Igor Kalyapin. "We'll get this decision on October 17, and we'll need quite some time to explore all its points."

According to his story, he had hoped, when submitting a complaint against the inaction of MIA officials in charge of the NCFD that it would be satisfied. In his view, law enforcers fail to properly execute the instructions of the investigator Igor Sobol, who is running the case, in particular, fail to bring people to him under his requests. Mr Sobol himself, as Kalyapin has emphasized, has partially agreed that the information presented in the complaint was true.

Despite the fact that the claimant has lost the lawsuit, he was quite happy with the results. "The today's trial will be for benefit, first and foremost, for investigator Sobol," said the human rights activist. "While until today the Chechen had viewed Sobol as their main enemy, who 'puts his nose where he shouldn't', now, after the complaint of inaction, this argument has become invalid."

Apart from Sobol, in the opinion of the claimant, all the people, except the criminals, are the beneficiaries. "I think that through this lawsuit, we've increased the chances to identify criminals and bring them to justice," said the human rights activist.
