MIA: Victor Dvorakovskiy was recruiting militants in Northern Caucasus

Operative agents believe that among other things Victor Dvorakovskiy, who is suspected of involvement in terrorism, was also recruiting new militants. This was stated by Nikolai Olekhnovich, acting head of the first operative-search unit of the Chief Department of the Russian Ministry of Internal Affairs (MIA) for the North-Caucasian Federal District (NCFD).

Dvorakovskiy was detained on July 14 in a street of the village of Inozemtsevo. Policemen from the Patrol-and-Post Service (PPS) stopped a suspicious young man and asked to show documents; however, he threw an improvised explosive device (IED) at them, and then tried to trigger the second one. Two policemen were injured. Dvorakovskiy himself was hospitalized; and doctors amputated his arm. On July 15, Victor Dvorakovskiy regained his consciousness after coma. On July 18, it was decided to lace him in custody.

"Dvorakovskiy is a person able to draw any citizen who has doubts into conversation and convince him to take over his trend as fundamental. The task of such people is to attract as many locals as possible," said Mr Olekhnovich as quoted by the "RIA Novosti".

He added that recruiters work in groups of 5-10 persons and noted that it is very difficult to collect evidences on extremist crimes, including such crime like recruiting citizens into militants.
