Head of Nazran GUVD demands to open criminal case against oppositionist Khazbiev

On May 6, the Ingush oppositionist Magomed Khazbiev was summoned to the Investigatory Committee of Ingushetia by investigator Gaitov for questioning. Magomed Tambiev, head of the Nazran GUVD (Chief Interior Department), has asked the Prosecutor's Office initiate a criminal case against the oppositionist.

According to the investigator, the Prosecutor's Office received a report from Tambiev. This document contains facts, which, according to the GUVD boss, occurred on March 23. In particular, Tambiev asserts that the oppositionist used foul language, in the course of the non-sanctioned rally, attacked law enforcers, threw stones at them and committed other illegal actions.

"The interrogator told me that he should check the facts resented by Tambiev; however, he himself was sceptical about the report of the police boss," said Khazbiev.

Nevertheless, Tambiev insists on initiation of a criminal case against the oppositionist; Khazbiev himself asserts that this has to do with his increased political activism as the chairman of the regional branch of the "Parnas" Party.

Meanwhile, the GUVD has reported that, apart from Tambiev, four other Nazran policemen-witnesses of what happened on March 23 complained of Khazbiev: senior lieutenants Evloev and Gorchkhanov, Captain Aliev and Major Dalakov.

According to Khazbiev, the investigator is aware about the existence of records from video cameras and house security cameras that show the opposite. "The attack was carried out by camouflaged armed policemen on me and my family in my own house," said the oppositionist.

Currently, he is afraid of becoming a victim of yet another provocation. According to his story, leaflets are now circulated over the republic calling residents to go out to an anti-government rally on May 9 in Accord Square in Nazran. The text of the call is printed by a regular printer and signed by a certain organization named "Bart." The leaflet gives no names or contact data. However, many residents of Ingushetia believe, after reading the leaflet that they are called to the rally by Khazbiev, he said.

He has added that the promised reward for information about his kidnappers, who had forced him to the police station, brought results. He now knows the names of these people. He does not hope that any legal action for violation of human rights will ever be taken against them; moreover, he is ready to forgive them if they ask pardon from his parents, who had suffered physically and emotionally.

"I told about it at the GUVD; and they surely conveyed my words to those guys. If they don't react, sooner or later they will have to respond under our Ingush laws," said Khazbiev.
