Head of Dagestan had a meeting with a delegation of European Committee for the Prevention of Torture

Head of Dagestan Magomedsalam Magomedov discussed the development of democratic institutions and activities of law enforcement bodies in the region with a delegation of European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (ECPT) in Makhachkala. 

"Insuring observance of human rights and freedoms is my direct duty. Your visit to our republic probably indicates to your having some complaints in this sphere. It is impossible to cardinally change the situation within a short period of time but the process of democratization and establishing civil society is going on in Dagestan continuously. Nobody has either rights or possibilities to violate human rights. The whole our work is aimed at control of this issue. We are ready to collaborate with you in this sphere, your reports will be thoroughly studied and the drawbacks revealed will be eliminated immediately", Magomedsalam Magomedov said. 

The Chairman of the Committee Latif Huseinov (Azerbaijan) remarked that it was already the second and probably not the last visit of the delegation to the republic, RIA "Dagestan" reports. 

"According the practice of ECPT, we draw preliminary conclusions at the end of our visit to a region and report them to its administration. It is important for establishing a dialogue. An official report will be delivered upon the results of our work", Latif Huseinov said and suggested to continue the meeting without the presence of representatives of mass media which in his opinion would promote sincerity of the dialogue. 

Executive Secretary of ECPT Trevor Stevens (Great Britain), Head of the Department of Federal Sentence-implementation Service (FSIS) in the Republic of Dagestan Muslim Dahhaev, Deputy Head of Legal Department of FSIS of the Russian Federation Alexander Leonov, Public prosecutor of Dagestan Andrey Nazarov and Head of Investigative Department of Committee of Inquiry of the Russian Federation in RD Kasumbek Amirbekov took part in the meeting.
