Prosecutor's Office suspects Rostov Vice-Mayor of failing "Safe City" system

The former deputy head of the city administration of Rostov-on-Don is suspected of abuse his duties at implementation of the comprehensive surveillance programme named "Safe City", which spent 198 million roubles from the state budget.

As reported by the press service of the Prosecutor's Office of the Rostov Region, the money for a video surveillance system had been paid in favour of the Krasnodar-based Limited Liability Company (LLC) "Orbita" without good cause and in the absence of necessary documentation; while the suspected official had issued illegal organizational and administrative documents, under which part of the functions of the chief municipal customer were transferred to the head of the UVD (Interior Department) of Rostov-on-Don.

According to the Prosecutor's Office, the Vice-Mayor failed to ensure proper control over the legality and reasonableness of the budget spending, which led to embezzlement of the funds and actual non-fulfilment of the contract by the LLC "Orbita" as the planned system is not working properly until now.

The Prosecutor's Office found the decision to prosecute the former Vice-Mayor legal. Currently, the Office checks all the circumstances of the contract and involvement of others persons, including officials of various levels, in the damage caused to the state.

The position of the accused Vice-Mayor of Rostov-on-Don is still unknown.
