In Dagestan, head of Kaitag ROVD demands to open criminal case against district head and public prosecutor

Head of the police of the Kaitag District Lieutenant-Colonel Abdurashid Bibulatov accuses local authorities of gross embezzlements and concealment of serious criminal offences. The acting head of the district denies the charges, while the Republic's Ministry of Internal Affairs (MIA) has no information on the topic.

Abdurashid Bibulatov told the "Caucasian Knot" correspondent that he has gathered enough materials for a criminal case against the acting head of the district Abdulkadyr Abdulkadyrov and district prosecutor Mirzakadi Mirzakadiev.

"These leaders have embezzled, under a preliminary conspiracy, budget subsidies amounting to more than 40 million roubles. Acting through their friends - heads of subcontracting companies - committed fraud and sham transactions, and then pocketed the money. I have copies of all the documents that may form the evidence base. There are records of conversations made on the initiative of the local FSB department, where several bureaucrats confessed of committing thefts. They also mentioned the name of the district prosecutor. It was he who generated ideas, found contractors, and took away most of the stolen funds," said Bibulatov.

The colonel also said that the prosecutor's office and the investigatory division of the district had repeatedly ruined criminal cases on rapes. "There were 8 such cases; we solved these crimes, but then the victims were accused of false denunciation," said the police chief.

He also said that he had addressed the respective instances asking to promptly organize a check of facts of embezzlement. Bibulatov said that the process was already in motion, but he feared that it might stall. "The world practice has no precedents when prosecutors initiated criminal cases against themselves," he said.

Abdulkadyr Abdulkadyrov said, in his turn, that the facts presented by Bibulatov had nothing to do with reality. "Now, a check is underway in the district; comments may be given only after it," said the acting head of the district. The press service of the Dagestani MIA said that they have no information on the topic.
