Ex-Head of Semikarakorsk, Rostov region, convicted for abuse of authority

Vasily Mikheev, ex-Head of Semikarakorsk urban settlement of Rostov region, has been convicted for abuse of authority which caused damages to a sum of over one million rubles. 

The investigation and the court established that in November and December, 2007, Mikheev initiated singing acts of performance of works on designing the municipal cemetery and providing project documentation for state expertise which he signed personally on behalf of the customer according to a municipal contract. 

As a result of actions of an official of the contracting organization which had not performed the works stipulated by the contract, budgetary funds of Municipal Institution "Administration of Semikarakorsk urban settlement" to a sum of 597615 rubles were illegally transferred. 

The project documentation on the contract was prepared and submitted for state expertise only in 2010, as a result in connection with the increase of the cost of expert research compared to the prices of 2007, Administration of Semikarakorsk urban settlement had to bear additional ill-founded expenses to the sum of 416953 rubles. Mikheev was sentenced to two years of custody with probation for a two-years' term. Besides, he was deprived of the right of holding elective offices in bodies of local self-government for two years, "161.ru" reports.
