Dagestan: adaptation commission sends suspects of terrorism to study at madrasa

Albert Abdurakhmanov, a residents of the Chelyabinsk Region, and Radmir Rashitov, a resident of Bashkortostan, detained earlier in Makhachkala on suspicion of facilitating the terrorist activities, have been sent, under the decision of the commission on helping in adaptation to peaceful life to those who have decided to stop their terrorist and extremist activities, to the madrasa at one of the mosques in Makhachkala for training in fundamentals of Islam.

The "Caucasian Knot" correspondent was informed at the above commission that Abdurakhmanov and Rashitov were provided decent living conditions and high-quality nutrition.

"In the coming days, the working group of the commission will visit these guys and see how they are adapting. Judging by their statements and behaviour, there are significant positive changes in their consciousness," said Rizvan Kurbanov, head of the commission.

President of Dagestan Magomedsalam Magomedov talked to both of them and said that they had been zombied and need psychological help. Besides, the President suggested that Magomedrasul Saaduev, Imam of the central mosque in Makhachkala, take care of both of them, gives them a spiritual mentor and "basic knowledge of Islam." Rashitov and Abdurakhmanov agreed with this decision.

Heads of urban districts and municipalities have been already instructed to form similar local commissions in charge of adapting former militants to peaceful life. The "Caucasian Knot" correspondent was told by Khabib Magomedov, assistant of the head of the commission, "the legal decision has been made. All the heads of municipal formations received appropriate instructions. In a very short time they are expected to send their comments and suggestions; then, commissions will be formed. Their work will be supervised by deputy heads of municipal formations for security."

This week, Makhachkala hosted another sitting of the commission headed by Rizvan Kurbanov, First Deputy Prime Minister of the Republic of Dagestan.

The main point was to consider an application lodged by a woman-resident of the republic. Since her husband was on the federal wanted list on suspicion of committing serious crimes, she was afraid of excessive attention of law enforcement bodies and for more than six months was hiding in the houses of her relatives and friends. After much thought, she turned to the commission asking for a permission to live at her home with her children and parents.

The "Caucasian Knot" was informed at the commission that "after a comprehensive study of objective and subjective circumstances of the case, her application was satisfied. The Dagestani Prosecutor's Office was recommended to supervise the observance of human rights, when carrying out operative and investigatory actions against this woman, while the bosses of the local MIA were instructed to bring the committee's decision to the knowledge of their employees. However, the applicant was explained that the decision does not exempt her from the obligation to obey to legitimate demands of law enforcement bodies and officials."
