"Nomaran": over 3000 formerly dispossessed persons in North Osetia received indemnity payments

Thanks to the assistance of North-Osetian republican non-governmental charity Association of retired and disabled people and victims of unlawful political repression "Nomaran", many persons dispossessed in -30's of the XX century, i.e. over 3000 of them, got back their property and dwellings and three people received flats from the state. Auzhbi Zuraev, leader of the Association, announced this news at a round table conference devoted to the 20-th anniversary of "Nomaran"s activities held in North-Osetian Institute of Humanitarian and Social Research.

According to Auzhbi Zuraev, the organization was created for the purpose of solving vital problems of the citizens who underwent repression in -20-40's and early -50's, i.e. maintaining and immortalizing the memory of the victims of repression, re-establishing historic truth about these crimes, discovering places of mass graves, issuing a Memory Book of victims of political repression, rendering legal aid to those who need it, building a memorial to the victims of political repression and taking under control observance of the law of the rights of rehabilitated. Today the organization numbers 4100 members.

The organization helps its rehabilitated members rendering them legal aid, material and financial assistance. All those rehabilitated have received telephones in their homes, Zuraev said.

A Committee for rehabilitation was formed under the Government of North Osetia in 1992. Three volumes of the book "In Memory of the Victims of Political Repression" have been published with financial support of Head of the republic and the Government. Their major part is a list of the victims of political terror which consists of over 25 thousand people. Among them 14 thousand persons were repressed for political reasons, 4370 dispossessed, 5216 repressed on ethnic grounds, 1642 persons executed by shooting.

On November, 3, 2005, a memorial to the victims of political repression of -20's - -50's of the XX century was opened in Vladikavkaz. A split granite block reminds one of the events of those days and flowing down water symbolizes tears over innocent victims of repression.

The republican law enforcement bodies also contribute into rehabilitation of the victims of political repression. Tamerlan Maliev, lawyer of the first category, Prosecutor of Public prosecutor's office of North Osetia, told us that these people were working at rehabilitation of the victims of political repression of 1917. In 2010 the office issued 13 certificates of rehabilitation. Within the framework of this mission Public prosecutor's office collaborates with the Ministry of Interior Affairs, Federal Security Service and other bodies.

It should be mentioned that on March, 5, 2005, President of North Osetia singed the law "On measures of social support of rehabilitated persons and persons acknowledged as victims of political repression". The law establishes legal guarantees of social support of the citizens of this category.
