108 attacks on law enforcers committed in Kabardino-Balkaria in 2010

In 2010, members of the religious extremist underground committed 108 attempts on the life of law enforcement officials, including judges and prosecutors, which is four times more than in 2009. This was announced on January 28 in Nalchik at the sitting of the Collegium of the Investigatory Department (ID) for Kabardino-Balkaria of the ICPO.

Last year, in total, 97 law enforcers became victims, of them 42 persons perished. There are losses among civilians - 31 persons lost and 53 more wounded. 26 attacks on power agents were registered last year.

It was noted at the sitting that last year the ID had to work in a complicated criminal situation, where the count of registered crimes went up by 5.4 percent; the share of grave and especially grave crimes was high (30.2 percent), and homicides went up by 90 percent (95 against 50 in 2009). The crimes involving illegal circulation and use of firearms more than doubled.

In particular, in 2010 the court received the criminal case against seven members of the "Urvan Jama'at" who committed, according to the investigation, four murders, including a murder of a militiaman. Five militants of the "Prokhladnoe Jama'at" were sentenced to various terms of imprisonment.

In total, 52 persons were announced as searched for involvement in terror activities and illegal armed formations (IAFs) (10 of them were put on the international, and 42 - on the federal search lists).

In 2010, the ID bodies received 4179 crime reports; 767 criminal cases were initiated; 655 cases were completed; and 92 percent of them were sent to the court. The sitting noted positive results of the Chegem and Elbrus District Investigatory Divisions, where inspectors sent to the court 100 and 95 percent of completed criminal cases respectively.

102 persons were detained as suspects of committed crimes, and 90 percent of them were arrested.

47 crimes of previous years were solved, twice as many as in 2009.

The Collegium stated that last year the priority attention was given to combating corruption. 61 corruption-related criminal cases were initiated. Most cases of this sort were investigated by the Investigatory Department for Nalchik. In total, the ID subdivisions completed 52 such cases; 39 of them were sent to the court, including 10 cases on bribe giving and taking.
