Officers of State Traffic Safety Inspectorate (STSI) detained in Volgograd for suspicion of extortion

A group of officers of STSI who according to the investigation's version had been extorting money from their subordinates was detained in Volgograd. Criminal proceedings were started on January, 26, according to three points of clause 290 of the Criminal code "Bribe-taking by an organized group on a large scale with the use of extortion".

According to the version of Investigative Committee, Oleg Kipra, commander of a detached battalion of Road Patrol Service (RPS) of Department of Interior Affairs in Volgograd district, organized a group from middle commanding staff of the battalion under his command, chiefs of militia checkpoints and platoon commanders who were receiving bribes from subordinate battalion inspectors every month in large numbers. 

"According to the investigation's version, chiefs of militia points were receiving bribes from subordinate battalion inspectors and commanders of platoons numbering 120 people every month in large numbers, i.e. to a total sum of no less than 300 thousand rubles threatening that otherwise they would be discharged from interior affairs bodies or get other kinds of service persecution", Vladimir Markin, official representative of the Investigative Committee of the Russian Federation said on "NTV" TV channel. The exact sum of the bribes is being established by the investigation.

At present six participants of the criminal group are detained, chiefs of militia points Evgeny Perepelitsa and Alexander Karasaev, platoon commanders Sergey Novak and Alexander Bondarenko among them. Some of the detained have already acknowledged their guilt.

Officers of RPS were caught red-handed, at the moment of getting bribes from truck drivers. During searches at their homes and offices operative agents confiscated money to a sum of about one million rubles. Employees of RPS interrogated as witnesses confirm the facts of kickbacks from their bosses, "Pervaya Gazeta of Volgograd" reports.
