Residents evicted from hostel in Grozny have no city registration, authorities assert

The inhabitants of the hostel, located in Mayakovsky Settlement, Staropromyslovskiy District of Grozny, who are registered in different parts of the republic, did not want to go to the places of their residence, despite all the conditions in place for their return, the city officials assert.

"There were no violations of the law in respect of the families living in the hostel in Mayakovsky," an employee of the district administration told the "Caucasian Knot" correspondent. According to his story, the villagers who occupied the hostel did not want to go back to their places of permanent residence.

"Over these years the people got accustomed to urban life; and, probably, they were satisfied with their living for years in dependence on the state and receiving help from various international and humanitarian organizations," said the source.

According to the head of a local human rights organization, who preferred to remain anonymous, the blame for the incident is on officials of the Federal Migration Service and republic's authorities.

"When a few years ago the republic's leadership took over the return of tens of thousands of displaced families, who lived in refugee camps in the territory of Ingushetia, they were promised that all their problems would be solved as soon as possible. Those, whose houses had been destroyed during the warfare, were promised compensations; those who had no residence were also promised some help. And then, people were brought to TACs (temporary accommodation centres) and virtually forgotten there," said the source.

According to his story, many displaced persons assert that they have received no promised compensations or land plots yet. The source finds it outrageous that people "are evicted from the hostel in winter, although there are sick and elderly persons and children among them."

So far, the Migration Service gave no comments on these accusations, as well as on the overall situation.
