A brochure of "Memorial" Human Rights Center in Krasnodar region is under examination on extremism

Department of State Security Service in Krasnodar region is carrying out an examination of the book "Status of Citizens of the Former USSR in the Territory of Krasnodar Region" issued by "Memorial" Human Rights Center and a youth group for tolerance "ETnICA" on signs of fomentation of hatred and animosity (clause 282 of the Criminal code of Russia).

Anastasia Denisova, Leader of "ETnICA" organization, received this news when yesterday, December, 1, she was summoned for interrogation carried out by senior investigator of the Investigation unit of Investigative department under Prosecutor's committee of inquiry in Krasnodar district, junior counselor of justice Andrey Mozheiko.

Anastasia Denisova refused giving explanations based upon clause 51 of the Constitution of Russia. Investigator Mozheiko registered her refusal in the protocol and provided Denisova and her attorney with the possibility to familiarize with several lists from a thick volume with the materials of the examination.

It became clear from these documents that in November, 2009, one of the print shops of Krasnodar was visited by M. Prishep, operative agent of the Department of State Security Service in Krasnodar region, who confiscated a copy of the book "Status of Citizens of the Former USSR in the Territory of Krasnodar Region" issued by "Memorial" Human Rights Center. The explanation of the print shop runs that the confiscation had had no procedural implementation.

On January, 14, 2910, the brochure was passed on for examination to the expert-criminal center under State Department of Interior Affairs in Krasnodar district. On February, 2, expert Fediayev compiled a Report on the results of linguistic expertise with a conclusion that the book contained "statements aimed at fomentation of hatred or animosity on the basis of a person's belonging a one of the social groups".

On March, 9, the book was passed over to the Ministry of Justice for a psychological expertise and expert Albina Rogoza, psychologist, arrived at a conclusion that there were "statements aimed at forming a negative image of the Administration of Krasnodar region, Public prosecutor's office, militia, personnel of the registry office, the courts and the Cossacks".

The materials also run that on October, 26, a resolution of refusal starting criminal proceedings against Anastasia Denisova and the Director of the print shop on signs of diffusion of extremist printed matter was passed. However, on November, 22, the resolution was canceled and the materials were passed over for an additional examination.

  • Court releases Malgobek law enforcers accused of extortion

    Three policemen from Ingushetia, accused of using violence against a detainee and extortion, have been released. The Supreme Court (SC) of Ingushetia has explained that the period specified by law for the preliminary investigation had expired and their further detention is illegal.
