Residents of Dagestan complain of difficulties in obtaining maternal capital

Facts of corruption associated with payment of maternal capital in Dagestan were announced at the meeting of Alexander Khloponin, Plenipotentiary of Russian President in the NCFD (North-Caucasian Federal District), by candidate for the newly-created Public Council of the NCFD. Residents of the republic said that a maternal capital certificate can be obtained only after paying a bribe.

Facts of corruption associated with payment of maternity capital were presented by Gadji Djabrailov, head of the enterprise "Dagyugstroy". According to his story, in some districts bureaucrats claim from mothers some "reward" for issuance of maternity capital certificates. In response to that, Mr Khloponin said that "such cases shall not remain unpunished; they shall entail criminal cases and real sentences revealed corrupt officials."

Mr Djabrailov said in his interview to the "Caucasian Knot" correspondent: "I'm the head of a construction company. People come to me who would like to use their maternity capital to purchase housing. However, they can't do it, as they say that bureaucrats claim bribes for issuance of maternity capital certificates, equal up to half of the amount. If you refuse to pay the bribe, they say that there's no money to issue maternity capital, and you should wait," said Gadji Djabrailov.

The "Caucasian Knot" correspondent was told by Ahmed, a resident of the Tabasaran District: "Go to any local store and you'll see an open ad and an office of the company, which helps for money to receive your due maternity capital. The legal way of getting the money is virtually impossible. They'd say that your documents are wrong or simply that there's no money."

At the office of the Russian Pension Fund in Dagestan, the "Caucasian Knot" correspondent was explained that they knew certain facts, when certain firms and individuals were rendering services in assisting to receive the maternal capital.

According to Natalia Taberio, head of the division for social payments of the Department of the Pension Fund of the Russian Federation for the Republic of Dagestan, from 2007 to early November 2010 about 82,000 maternal capital certificates were issued in Dagestan.
