Kadiev: Dagestani commission on militants' adaptation is idling; its lawyers were put in wrong

In Dagestan, the system for returning militants to peaceful life is ineffective, lawyer Rasul Kadiev asserts. As an example he gives the case, when relatives of the missing resident of the republic Sheikhulislam Abusupyanov approached him as a member of the above commission. However, the Prosecutor's Office of Dagestan failed to take steps to search him; and Abusupyanov was soon found murdered.

The "Caucasian Knot" correspondent was told by Rasul Kadiev that Sheikhulislam Abusupyanov's brother addressed him on November 18. "I explained to him that the commission deals with withdrawal of militants from 'the forest'. He asked a reasonable question: "Thus, should my brother first go to the forest, so that you start dealing with him?" said Kadiev.

Then, lawyer Kadiev filed an application to the Public Prosecutor in Dagestan with a request to take control of Abusupyanov's detention (since there were reports that he was detained by power agents) and specifically pointed out that the application was filed by a member of the working group of the adaptation commission, hoping for quicker reaction.

Rasul Kadiev further said that initially the prosecutor's office refused to let him in together with the applicant: "Only after a telephone conversation with the on duty assistant prosecutor, I was let in with Sheikhulislam Abusupyanov's brother. We delivered our application at about 11 a.m. on November 11."

On the next day, on November 20, on the bank of the Terek River, in the territory of the Babayurt District, the body of Sheikhulislam Abusupyanov was found in his own car.

As reported to the "Caucasian Knot" correspondent by Ahmed Magomedov, senior assistant of the Public Prosecutor of Dagestan for consideration of citizens' appeals, the application of Rizvan Abusupyanov was sent to the department for supervision of investigation and inquiry of the republic's prosecutor's office. As explained by Mr Magomedov, only three working days had passed after filing the application; and the office needs time to give an objective answer.

Rasul Kadiev believes it obvious that the Prosecutor's Office of Dagestan in general is unable to operatively react to applications even of the members of the working group of the commission.

According to his version, the lawyers, whose telephone numbers were published as of the members of the commission, were got in wrong: "Abusupyanov's brother who called me said that telephones of other members of the commission did not answer."

"Over the weekend I received two calls. One person asked me to help him to meet Rizvan Kurbanov to help his brother who had been convicted in Azerbaijan; and the other person asked for the phone number of the President of Dagestan. It's not hard for me to answer questions, but it turns out that lawyers had been made to be the first link of communication; they are in fact telling people about the system that does not work!" said Kadiev.

The lawyer has stressed that after the incident with Abusupyanov, until the investigation dispels suspicions of involvement of law enforcers in his death, he could not recommend to address the prosecutor for organization of prosecutor's supervision.
