Resident of Dagestan beaten by militiamen is in hospital

Shamil Adukhov, a resident of Khasavyurt, Dagestan, reports that on November 8 his brother Murtazali Adukhov, who lives in the Yubileiny District of Khasavyurt, was beaten by militiamen from the Kizilyurt ROVD (District Interior Division). Now, the victim is in the trauma ward of the central city hospital.

"In the morning on November 8, at 5 in the morning, armed persons in camouflage and masks rushed into my brother's house. They did not introduce themselves and presented no sanctions or permits. One of them said that the house would be searched; when his wife Oksana Gasanova asked what the matter was, he punched her in the face with his fist. Having found nothing, they took my brother with them, his traumatic pistol and a 'Saiga' carabine, both with due permits. The two Murtazali's 'Priora' model cars also disappeared from the yard," Shamil Adukhov told the "Caucasian Knot" correspondent.

Shamil Adukhov also said that his brother was later transferred to the Kizilyurt ROVD. "We went after him, but found only Murtazali neighbour - Murad Aliev - who had been summoned there as a witness. He said that he had just been severely beaten and forced to sign a testimony that Murtazali hijacked cars for further resale. Aliev, after threats that they would beat his wife, who was also summoned as a witness, signed the documents demanded by militiamen," said Shamil Adukhov.

He added that his brother telephoned him after a while and said that militiamen, demanding him to confess, beat him with dumb-bells, a fire extinguisher, kicked him and put a mask with a closed valve over his head. "My brother said that he would not be able to withstand the torture for long and asked to do everything to liberate him. However, we were not allowed to see him; militiamen would not listen to us at all," said Shamil Adukhov.

He noted that his appeals to the prosecutor's office also yielded nothing. "The city prosecutor's office refused to take our complaint; we then addressed the investigatory department, where our application was accepted; an inspector invited a forensic examiner to define the degree of bodily injuries; but when we went again to the ROVD, we were told that my brother was taken away to Khasavyurt," said Shamil Adukhov.

In Khasavyurt, relatives found the detainee in one of temporary detention facilities; he was severely beaten. "By using our own channels, in the evening we were able to release Murtazali. All his body was covered with bruised, he complained of severe headache, nausea, vomiting and pains throughout the body and waist. We called an ambulance, but it came only after 10 hours. The brother was hospitalized to the trauma ward, where doctors diagnosed a closed craniocerebral trauma, brain concussion, multiple bruises and kidney bruise. Now, he urinates with blood and cannot stand up," said Shamil Adukhov.

The press service of the Dagestani Ministry of Internal Affairs (MIA) and the Kizilyurt ROVD told the "Caucasian Knot" correspondent that they knew nothing about the incident. "I've just started my on duty shift, but here such cases are excluded. Under the previous boss this method was sometimes practiced; but now we have a new boss, and he doesn't admit it," the militiaman on duty at the Kizilyurt ROVD, who wished to remain anonymous, said.
