HRC "Memorial": residents of Ingushetia disappear in Rostov and Voronezh Region

Relatives of two residents of Ingushetia worry about absence of information about whereabouts of their relatives, who disappeared in Rostov-on-Don and Voronezh Region on October 27. This is stated in the message of the Human Rights Centre (HRC) "Memorial" that arrived to the office of the "Caucasian Knot".

On October 27 in Rostov-on-Don, Umar Akhmetovich Dzaurov, born in 1987, a resident of Ingushetia, disappeared under mysterious circumstances. His uncle - Mamed-Bashir Dzaurov - addressed human rights defenders. According to his story, on October 11 his nephew went to Rostov-on-Don in search of work to his friend Mussa Akhilgov, who lives in this city.

A few days after Umar's arrival, militiamen came to Mussa's apartment with the aim to register Umar. They put down his passport details, took his fingerprints and left.

On October 21 or 22, as Mamed-Bashir Dzaurov wrote, militiamen came again and detained his nephew, having accused him of breaking the passport regime, and sentenced to five days of arrest. For serving his term Umar was placed into the special administrative detention facility at the UVD (Interior Department) of Rostov-on-Don.

On October 27, Umar was to be released; on that day he called Mussa Akhilgov and asked to meet him at the exit from the detention centre. However, the friends who came to meet Umar never saw him. Umar did not answer the phone calls.

As of October 28, the whereabouts of Umar Dzaurov was not known. In his statement, Mamed-Bashir Dzaurov asks the HRC "Memorial" to help in searching his nephew.

Another disappearance was reported to human rights activist by lawyer Magomed Gagiev, who is acting in the interests of resident of Ingushetia Khizir Musaevich Daurbekov. It follows from his statement that on October 27 in the morning Khizir Daurbekov, who was going in a bus from Nazran to Moscow, was detained by law enforcers at the post located at the entrance to the Voronezh Region. It could not be established what power agents had detained him.

Currently, Daurbekov's whereabouts are unknown; his family and advocate fear about his life and health.
