Hammarberg called for observation of the rights of the people who have suffered as a result of the confrontation between Georgia and South Osetia

On October, 7, Thomas Hammarberg, Commissar of Council of Europe for Human rights, delivered a report on the results of the latest visits to Georgia in which he called for the parties to strive for improving the situation in the sphere of human rights defense in the regions injured as a result of the August war of 2008.

It was mentioned in the report that overwhelming majority of ethnic Georgians who had to leave South Osetia in 2008 failed to return to their homes up to the moment.

"There is almost no progress in solving the problem of return of these dislocated persons, Hammarberg emphasized. - All the significant players must secure them safe, voluntary and merited return as well as unimpeded freedom of movement within the zones of confrontation".

"A way out must be found for solving the problem of a very grave condition of the persons forcedly dislocated as a result of the confrontation of 2008 and the previous confrontations. They must be provided with food, water, hygiene remedies and the main kinds of services. Besides, it is necessary to find a long-term solution of the dwelling problem for thousands of dislocated people", RIA "Novosti" quotes Hammarberg's report. 

The document also runs that the people who are still under arrest for crossing the administrative border should be released, "Echo of the Caucasus" broadcasts.

In his report Commissar of CE for Human rights also expresses his regret about very moderate progress achieved in the sphere of the right of access of international humanitarian players to the confrontation zones.
