Ingush Muftiyat makes buy-out price of blood feud 10 times higher

Following the request of the republic's residents and clergy, the Muftiyat of Ingushetia has increased the buy-out sum of blood feud by 10 times, and the bride-price - by more than 3 times. This was reported by the Mufti of the Republic Isa-Hadji Khamkhoev.

On July 7, a conference of Ingush Moslems was held, which discussed, according to the Mufti, three main issues: buy-out of blood feud, increase of bride-price and condemnation of kidnapping of girls by grooms. The conference brought together more than 240 persons: religion figures, imams of mosques and elders.

According to one of the imams, the conference had resolutely condemned the kidnapping of brides. According to his story, for several recent years the bride-price was 12,500 roubles, but because of inflation the purchase power of Russian money dropped; therefore, under residents' request the sum was increased up to 40,000 roubles.

Besides, the conference increased the but-out sum of blood feud for deliberate murder up to one million roubles.

The Muftiyat has approved these decisions, as the RIA "Novosti" reports.

There is no official statistics of violent kidnappings of brides in Ingushetia, but as reported by the "Rossiiskaya Gazeta" with reference to the Muftiyat, in the last two years there are much less such facts. It is also confirmed by the data of the Investigatory Department for Ingushetia of the Russian ICPO.

The decrease in the count of this sort of incidents is explained by the Muftiyat with reference to the decision of the Board of Alims passed early in 2008 that the kidnapper is obliged to pay a penalty of 10,000 roubles to the mosque of the settlement where he lives. Besides, if the girl does not get back to her father's house on that very day, the kidnapper will be announced to be a derelict.

As to the blood feud, according to Shariat, the buy-out for a murder is equal to a hundred camels. Earlier, special "reconciliatory commissions" defined the right to kill and not to be killed in revenge as the money equivalent of 100-200,000 roubles.
