Karabulak OVD forces doctors to discharge kidnapped Chitigov, his relatives assert

As reported by the Human Rights Centre (HRC) "Memorial", where on June 18 Zukhra Chitigova, Zelimkhan's mother, addressed her repeated written application, her son is still under guard in Karabulak hospital.

According to the mother, Zelimkhan told his lawyer that militiamen beat and tortured him. His advocate M. Esmurzieva lodged a petition on holding a forensic medical examination, but it was rejected. The defence tried to challenge the refusal in court, but the latter also rejected the complaint.

According to Chitigov's relatives, while he was kept in the Karabulak OVD, they tried to force him to reject his advocate, while lawyer Esmurzieva, in her turn, was offered to refuse from the case.

On May 28 the lawyer tried to urge the court to change Zelimkhan's custody for recognizance not to leave, since his health condition give rise to serious fears: Chitigov was brought to the court in a wheelchair, and during the session he was in the prone position. However, Esmurzieva's arguments did not impress the court, and Chitigov was left behind bars, the HRC "Memorial" reports.

Currently, Zelimkhan Chitigov is still in hospital under guard. He has diagnoses of electric trauma with a myalgia syndrome, a closed craniocerebral trauma, locomotive aphasia, a trauma of the thoracolumbar backbone section, a bruise of the spinal cord, leg paraparesis and disorder of pelvic organs and incontience, a sharp psychogenic post-stressful frustration with an expressed generalized disturbing syndrome.

Besides, Chitigov has registered bruise of kidneys, sharp purulent middle otitis, plural bruises of the body and burns stop of both feet.

Zelimkhan cannot independently go and speak normally. According to his relatives, militiamen from Karabulak OVD put pressure on doctors demanding to discharge Chitigov out.

In her application, Zukhra Chitigova asks to protect her son from arbitrariness. She believes that since the violence over her son remained unpunished, it induces militiamen to new violations.

Employees of the Karabulak OVD were inaccessible for comments.
