Volgograd militiamen are accused of beating a detainee

A criminal case is opened in Volgograd against militiamen from a PPS (patrol and post service) squadron, who are suspected of beating a detainee. This is reported by the regional department of the ICPO (Investigatory Committee at the Prosecutor's Office).

The inquiry has established that on January 30 a city dweller of Volgograd was brought by the PPS agents to the UVD (Interior Department) after a decision was made to bring him to administrative responsibility.

Militia was called by the wife of Fyodorov (dweller's surname), when he got drunk and began brawling. PPS agents took him away and placed into a cell for administrative detainees.

On January 31, two militiamen, feeling personal hostility to the detainee, dragged him out of the cell into the corridor and started beating him with fists and feet. They also squeezed his neck and breast in turn.

When the woman came to take her husband back in the morning, "there was no live place on him", the "Life news" reports.

According to the victim, he was beaten "for disobedience". When he came home, his face, neck and breast were covered with bruises and his ear was bleed, the website "Rodnoy Gorod" (Native City) writes.

The "Komsomolskaya Pravda" writes that the victim himself initiated the criminal case under the article of "Excess of service powers with use of violence". He registered his beatings at the doctor's and filed an application to the service of internal security of the UVD.

Currently, the militiamen are in custody, and a set of investigatory actions are held, the "Gazeta.Ru" reports.

The militiamen refuse from evidencing or pleading guilty. Inspectors interrogate Fyodorov's cellmates, who confirm the fact of beating, as witnesses.
