No video records available from the place of Aushev's failed kidnapping in Ingushetia

Maksharip Aushev, a member of the Expert's Council of the office of Russian Ombudsman, whom, according to his version, unidentified power agents tried to kidnap in Ingushetia, told the "Caucasian Knot" correspondent that today together with law enforcers he took part in withdrawal of video records from the outdoor surveillance cameras, located in the place of the incident; however, it turned out that non of them had recorded his failed kidnapping.

"Together with the people authorized to withdraw data from the outdoor surveillance cameras, located in the place, where they had tried to kidnap me, and law enforcers, today early in the morning we looked through the recorded data. However, in spite of the proximity of the Road Patrol Service (RPS) post and plenty of video cameras installed nearby, none of them had recorded these events," said Maksharip Aushev.

"The people who took part in that operation were very competent in choosing the place. It became clear that they belong to special troops and know how to take such special circumstances into account. In that vicinity, quite a vast area is covered by video surveillance; however, that very place, where they had put their armoured troop-carriers (ATCs) and "Gazel" minivans, was not covered. If these people had taken into account such subtleties, it is clear that it was not occasional; and not the check of my car for possible hijacking (this was the way the power agents explained the attempt to detain Mr Aushev, - comment of the "Caucasian Knot") was the real reason," he has added.

Dmitri Berkut, a former special fighter of the Ministry of Internal Affairs (MIA) and veteran of special operations, also said to the "Caucasian Knot" correspondent, when making his comments on the circumstances of Aushev's detention attempt, that the fact of choosing the place by the power agents who had tried to kidnap Maksharip Aushev, not covered by video surveillance, indicates that they were not "ordinary" power agents, but members of special units.

"The fact that they escaped recording was not accidental; this is the usual tactics of special units. Accordingly, an operation of some, let us say, "special character" was planned; the one to be studied later by law enforcement bodies. That is, an illegal one. Speaking about the car check for hijacking is stupid. Groups in ATCs can't and never do this. Checking up cars for hijacking is possible only at stationary RPS posts, where they have computers linked with the GAI (State Traffic Inspectorate) server," Mr Berkut said to the "Caucasian Knot" correspondent.

He believes that the law enforcement bodies of Ingushetia, if they wish so, can quite easily find out, where the ATCs had come from, since their travel should have been fixed by RPS, KPM and block posts. Besides, for moving outside its deployment, every ATC should have a special document - a combat order, allowing travelling within definite time and definite locality.

According to Maksharip Aushev, he has learnt that all the GAI employees, who were on duty at the stationary RPS post near the place of his would-be kidnapping by unidentified power agents in ATCs, "where taken somewhere together with their bosses"; and after that, those militiamen, who had earlier freely talked to him and other people interested in the details, suddenly "stopped to communicate". Mr Aushev believes that, most likely, they were ordered "from above" not to talk to anyone on the topic.
