Ads appear in streets of Krasnodar urging to pay alimonies

The Krasnodar Territorial Department of the Federal Service of Court Marshals (DFSCM) has decided to fight against dishonest parents by using social advertisements. Banners calling to pay the alimonies appeared in the streets of the territorial capital.

The new way of influence was added to the traditional ones used by court marshals to alimony defaulters, such as restrictions on going abroad and initiation of criminal cases. The new campaign is funded by the city administration.

From the start of this week, the most populated streets of Krasnodar are decorated by posters with appeals: "Bethink of your child - pay your alimony!"

According to the local DFSCM, 25 percent of the parents attracted to criminal liability for non-payment of alimonies are women. Court marshals hope that the social advertisements with teddy bears and appeals "Bethink of your child - pay your alimony!" will first of all affect mothers.

As of today, the service of court marshals has also other programmes directed at alimony evaders. Every unit of the service has booklets with answers to frequently asked questions, intended to help, first of all, those, who are going to apply for alimony. The non-commercial organization named "Second Mum" is also trying to help this sort of parents in Krasnodar; its volunteers disseminate special questionnaires among single parents; by filling in the form, such parent can essentially quicken the formalities required to adopt alimony executive documents.

Besides, according to the Krasnodar DFSCM, city priests also remind, during their sermons in temples, about parents' duties to rear their children.

Another measure, which, as its initiators hope, should affect the situation, when citizens evade from paying alimonies, implies placement of photos of most malicious evaders - together with their personal data and sums of indebtedness - for public access in the official website of the DFSCM for the Krasnodar Territory.

In 2009, the service of court marshals of the Krasnodar Territory received over 60,000 court orders on collection of alimonies. Last year this figure was by 20,000 less.

However, not all the residents of the territorial centre were positive to the above initiatives aimed to fight evasion from payment alimonies and doubt as to the effect from the new social advertising. "It's possible that someone, having looked at this poster, will recollect his or her child, but I don't think that this person will run to pay the alimony," Irina Ivanovna, a saleswoman in the pavilion in the Stavropolskaya Street, said to the "Caucasian Knot" correspondent. "If a parent doesn't pay the alimony, because he or she has no money to do it, no ads will ever help. And if the reason is just in one's irresponsibility, appeals to conscience are useless, when there's no such feature in a person."

In her turn, Svetlana, mother of Egor of 3 and Liza of six months, has expressed the opinion that, probably, the money spent on those expensive banners and elite ad locations would be used more reasonable if spent to help those needy families, in particular, children, who get no alimonies from their parents for a long time.
