Inspector who issued statement on Evloev's delivery was told to keep silent and not to "ruffle"

The inspector who made a decision to force Magomed Evloev, an oppositionist and owner of the website "Ingushetia.Ru", to the police station on the day of his murder, on August 31, 2008, was ordered to keep silent and not to take any actions. This is stated in the explanatory note of Lieutenant of Justice Zhambulat Shankhoev, an inspector of the investigatory division at the Nazran OVD.

The "Caucasian Knot" has reported that Magomed Evloev died on August 31, 2008, in Nazran hospital during a surgery. On that day earlier he had been detained by the cortege of the Minister of Internal Affairs at the airport of Magas. Under the official version of the investigation, Evloev, while being transported in car, tried to snatch out a sub-machine gun from one of the operative agents who convoyed him, and one of the militiamen made an involuntary pistol shot into his temple.

In the evening on the day of Magomed Evloev's murder, having learnt about the incident, inspector Shankhoev, who had issued a warrant on Evloev's detention, understood, as he now notes in his explanatory note, that he was "set up"; however, his boss ordered him not to "ruffle", the "Novaya Gazeta" writes.

"On 31.08.2008 I was at home. At about 1:30 p.m., employees of the Nazran OVD arrived to me in an UAZ van, belonging to the on duty unit, and said that Ahmed Kotiev, division head, was calling me to come. We came to the OVD at 1:40 p.m. I went at once to Kotiev's study, and he ordered me to urgently make a document instructing to bring witness Magomed Evloev," Shankhoev writes in his note, explaining why he had drew up, on August 31, half an hour before the murder, an illegal warrant to bring Magomed as a witness.

"On his table I saw a statement about bringing Evloev made on my behalf, but the signature was not mine. The decision was compiled illiterately. <…> I went to my study and typed out a proper statement and a warrant to it," the inspector wrote.

"To my question how the security of the Minister of Internal Affairs could detain and bring Evloev, Kotiev gave no answer and ordered me to shut up," the newspaper quotes Shankhoev's words.

According to Magomed's father - Yakhya Evloev, the first inspector, Mikhail Komarov, who started the investigation into the circumstances of his son's death, gave him "an honest man's word" to investigate the case with all his conscience. "And then, later, he refused from his promise, saying 'Excuse me, I can do nothing'," said Yakhya Evloev.

According to his version, Komarov was instructed by Bastrykin personally: to send the case to the court within two weeks, without getting deep into details. Now, Komarov is no longer in Ingushetia, and another inspector runs the case.

Victor Loshak, editor-in-chief of the "Ogonyok" magazine, remarks that the Ingush militia and local power agencies are represented by the people, for whom their intra-family and intra-clannish relations are above their official duties. "That is, if someone's relative is guilty, he won't be guilty, and will be at large. And it categorically distinguishes these agencies or these sub divisions from any other ones, probably, all over Russia, where there are pretty plenty other problems with the militia," the journalist said on air of the "Echo Moskvy" Radio.
