Bastrikin instructed to check the complaints of hundreds of shareholders in Mineralnye Vody.

The shareholders of the residential complex in Mineralnye Vody recorded a video appeal to the governor of the Stavropol Territory, Vladimir Vladimirov, complaining about numerous defects in the buildings under construction. The Investigative Committee of Russia has instructed to organize an inspection.

The chairman of the Investigative Committee of the Russian Federation, Alexander Bastrikin, instructed to conduct an inspection of the information regarding the violation of the rights of participants in shared construction in Mineralnye Vody, Stavropol Territory.

This concerns more than 400 families who purchased apartments in the buildings under construction. After the facilities were put into operation, residents reportedly faced numerous construction defects, the Investigative Committee for the region reported on its Telegram channel.

In particular, the media reported on roof deformations and cracks in the walls, as well as the lack of gas supply. Additionally, due to the absence of waterproofing, basement premises are being flooded, which poses a threat to the foundation's integrity.

"Based on the information received, a procedural inspection has been organized. Bastrikin instructed the head of the regional investigative department, Alexander Perepelitsin, to report on the preliminary and final results of the inspection," the agency's message states.

Earlier, the Telegram channel "MinVody LIFE," which has over 27,000 subscribers, published a video appeal from the shareholders to the governor of the Stavropol Territory, Vladimir Vladimirov. The publication had garnered over 2,000 views by 8:00 PM Moscow time today.

"We are the shareholders of the residential complex 'Green City' in Mineralnye Vody, and there are more than 400 families among us. We invested our savings, maternity capital, military mortgage - and faced the fact that our houses were built with violations that could make them uninhabitable," the people in the video say.

According to them, 99% of residents have already signed acceptance acts, as the developer, LLC "Magnum-KMV," promised to eliminate all deficiencies, but the promises remained just words. After the acceptance, residents discovered cracks on the facades, a leaky roof, and the absence of gas.

"But the main problem is hidden from view, it is the basements and the foundation. During construction, the developer and its contractors did not provide waterproofing and drainage. As a result, the basements were flooded with water. The developer claims that there was no water at the time of the commissioning of the houses, but the condition of the concrete suggests otherwise; water damage is visible to the naked eye. We have photos and videos that confirm this. We are ready to provide them to the competent authorities," the residents of the new building express their outrage.

Currently, the developer is not addressing the root cause but is dealing with the consequences: applying waterproofing to the walls and floors of the basement, digging ditches, and pumping water into the sewage system. The foundation, which has been underwater for months, remains a significant concern. Shareholders express fears that the houses will become uninhabitable within five years.

People claim that they have contacted regulatory authorities, where they received refusals. The developer acknowledged the problems and wrote warranty letters, but nothing has been corrected in three months.

"We ask for your intervention: to organize an independent construction and technical examination of the foundations and load-bearing structures of all buildings of the residential complex 'Green City'; to oblige the developer to eliminate not just cosmetic consequences but the root causes; to check the legality of the commissioning of the houses and take personal control of the situation. We do not want lawsuits and scandals; we just want to know that our houses will not collapse in a few years," the appeal states.
