The authorities of Dagestan have acknowledged the problem of providing housing for orphans.

In Dagestan, the situation with providing housing for orphans is tense; in some municipalities, the number of those in need has more than doubled, noted the head of the republic's government, Magomed Ramazanov.

As reported by "Caucasian Knot", orphans from Dagestan periodically complain about violations of their housing rights. For instance, in early June, the story of orphan Magomedfazil Kurbetov, who, according to a resident of Makhachkala, had been sleeping on a bench in the city park for a long time, caused a wide resonance. Kurbetov himself stated in a video that he has been forced to live on the street for seven years. After the publicity, Makhachkala officials promised to provide him with the housing he is entitled to by law.

The situation with providing housing for orphans in Dagestan remains tense, despite annual funding from the republican budget, said the chairman of the Dagestan government, Magomed Ramazanov.

"The queue is not decreasing – on the contrary, it is growing. Moreover, in a number of municipalities, the number of orphaned children without housing has increased more than twofold. Such dynamics cannot satisfy us," Ramazanov's words were conveyed by the Telegram channel of the Dagestan government on July 31.

According to the first deputy minister of construction, architecture, and housing and communal services of Dagestan, Salam Gasayev, as of July 1, 4277 people were registered to receive housing. This number includes children aged 14 to 17, who will join the queue in the coming years.

This year, 813.5 million rubles have been allocated for providing housing for orphans, including 170.3 million rubles from the federal budget. A total of 248.3 million rubles has been directed to acquire 79 residential units, and another 466.4 million rubles has been allocated to the Makhachkala administration for the purchase of 95 apartments in compliance with court decisions. 98.8 million rubles have been allocated for issuing housing certificates.

Ramazanov instructed the Ministry of Labor of Dagestan to conduct an audit of the register of orphans waiting for housing. Individuals who have lost the grounds for being in the queue should be removed. According to the prime minister, the register must be transparent and include only those who truly need state support.

"Caucasian Knot" also reported that on July 25, it became known that the prosecutor's office of the Volgograd region refused to include Elena Mikhailova, a graduate of the Khasavyurt orphanage, in the list of those in need of housing, as there was no document confirming the deprivation of her mother's parental rights.

It should be noted that criminal cases regarding housing fraud for orphans are periodically initiated in Dagestan. For example, at the end of September 2024, it became known that the chairman of the property management committee of Makhachkala purchased 47 apartments in an uninhabitable building, after which they were provided to orphans.
