Residents of Kaspiysk have called the problem of queues at the clinic unsolvable.

Scheduling an appointment online with a doctor at the Kaspiysk clinic is extremely difficult, with residents forced to stand in line for hours. Meanwhile, the construction of a new clinic remains unresolved due to a lack of funds.

As reported by "Kavkazsky Uzel," after the New Year holidays, queues of patients once again formed at the reception desk of Kaspiysk's only clinic. Telegram users expressed outrage at the long-standing problem of Kaspiysk residents' access to free medical care. In March 2025, a Kaspiysk resident complained on social media that the local clinic building was dilapidated and that patients were not receiving adequate services. Other Kaspiysk residents, commenting on his post, criticized officials for the state of the medical facility.

Patimat Guseynova, head of the local public organization "Kaspiysk – Our City," confirmed to a "Caucasian Knot" correspondent that patients at the city clinic face numerous difficulties. "This kind of overcrowding occurs not only in the days following the holidays, but practically every day. I don't know why. When I try to schedule an appointment with a specific doctor on Gosuslugi, it's sometimes impossible, even through the terminal," the activist says.

She added that she had previously witnessed a conversation between the clinic's head physician and a representative of the Dagestan Ministry of Health. The head physician said he had done everything he could and sent the necessary documents to resolve the issue of constructing a new building for the medical facility. But he was told that funding from the regional budget is currently unavailable and that some form of approval from federal agencies is needed.

A representative of the Dagestan government told a Caucasian Knot correspondent, speaking on condition of anonymity, that there is no concrete decision yet on allocating funds for the construction of a new clinic in Kaspiysk due to a budget deficit. According to him, the project is in the design and estimate documentation development and land search phase. He added that the chances of receiving federal funding for the construction of a new clinic in Kaspiysk are virtually zero. This is only possible if it and other medical facilities can be included in some federal healthcare programs.

Kaspiysk resident Arsen told a "Caucasian Knot" correspondent that making an appointment with a doctor at the clinic online is very difficult. "It doesn't allow you to schedule an appointment with a specific specialist, or it shows an appointment time at least a week away. There are long lines at the clinic itself; you have to wait half a day to see a doctor," he says.

There's only one clinic for the whole city, endless lines, and you can't get an appointment with a doctor on time.

"My husband had an earache, and we couldn't get an appointment with an ENT doctor. We went to the clinic, but there was no doctor available at the time. "I had to go to a private clinic, and they paid 1,500 rubles," Maryam told a "Caucasian Knot" correspondent.

"In 2023, Dagestan Health Minister Tatyana Belyaeva said federal budget funds would be allocated for the construction of a clinic in Kaspiysk. But where are they? There's only one clinic for the entire city, and there are endless lines; you can't get to a doctor on time," Abdurashid complained.

Pensioner Magomed Abakarov noted that he hadn't encountered any service issues at the clinic.

"Yes, there are lines, but what can you do? You have to wait a bit. The doctors here are responsive, everyone knows me, and they prescribe the right treatment," he said.
