Kadyrov's decision violated the rules for renaming streets in Grozny
The head of Chechnya announced today the renaming of one of the streets of Grozny in honor of Lieutenant General Esedulla Abachev, who was seriously wounded in a military operation in Ukraine. Decisions on renaming must be made by the Grozny Duma, provided that they are supported by local residents.
The head of Chechnya Ramzan Kadyrov announced today that he had decided to rename one of the streets of Grozny. "I have decided to rename Socialisticheskaya Street in Grozny, located in the Sheikh-Mansurovsky District. From now on, it will bear the name of Hero of Russia, Lieutenant General, Deputy Commander of the Leningrad Military District Esedulla Abdulmuminovich Abachev - as a sign of deep respect for his outstanding services to the Fatherland and heroism shown during the special military operation," the message on the Telegram channel of the head of Chechnya says.
He emphasized that Abachev is "one of the real combat generals" and was awarded the highest award of the Chechen Republic - the Order of Kadyrov, and also wished Abachev a speedy recovery.
He also published a photo of the plaque that will be installed on Abachev Street.
The head of Dagestan Sergei Melikov reported that Abachev was wounded. "Our fellow countryman, Hero of Russia Esedulla Abachev, while in one of the border areas, was seriously wounded. <...> Now he is in one of the best military medical centers in the country,” he wrote on his Telegram channel on August 18.
The regulation on renaming streets in Grozny contains a requirement for local residents to support this idea
On September 21, 2017, the Grozny City Duma approved the regulation on the procedure for naming (renaming) streets, squares, parks, municipal institutions and installing (dismantling) monuments, busts, steles and memorial plaques (memorial signs) in the city of Grozny, which was published on the website of the Electronic Fund of Regulatory and Legal Documents. The text of the document takes into account the changes made after that.
Article 3.9 of the regulation states that consideration of issues on renaming objects is allowed "if the issue of renaming the object is supported by the majority (at least 60 percent) of the resident population."
Part 5 of the regulation states that proposals on naming (renaming) objects, installing memorial signs can be made by city residents (at least 50 people), state authorities of the Chechen Republic, enterprises, institutions, organizations, political parties, public associations, territorial public self-government bodies, the Grozny City Duma and the Grozny City Hall (hereinafter referred to as the interested party). To consider the proposals, a commission is created from representatives of the mayor's office, the Duma and Grozny residents. The composition of the commission must be approved by the City Duma.
The petition (application, request) for naming (renaming) objects must be accompanied by an extract from the minutes of general meetings (of residents), teams of enterprises, organizations, an explanatory note setting out specific justifications for the advisability of naming (renaming) objects and the installation of memorial signs. After consideration by the commission, the decision on renaming must be made by the City Duma.
As of 23.09 Moscow time, the Grozny City Duma website does not contain any reports that the Duma considered the issue of renaming Socialisticheskaya Street and made a decision.
