The head of the Stavropol tariff commission is suspected of fraud amounting to 24 million

In Stavropol, the chairman of the regional tariff commission of the region has been charged with fraud while serving as deputy head of the regional water utility.

"Kavkazsky Uzel" reported that on August 22, FSB officers detained Vladimir Vdovin, the general director of Teploset, while accepting a bribe. He had previously been convicted of embezzlement while serving as general director of Stavropolkraivodokanal. The court sent him to pretrial detention.

The official, while an employee of Stavropolkraivodokanal, entered into a state contract for the supply of special clothing, footwear, and personal protective equipment for the needs of the enterprise at an inflated price of more than 43 million rubles. "The company's budget suffered damages in the amount of 24.5 million rubles. The criminals disposed of the stolen funds at their own discretion," Interfax quotes the press service of the regional FSB department as saying.

The documents were prepared according to certain requirements that ensured victory for a specific company, whose director was one of the accomplices of the former deputy head of the water utility, TASS quotes the message of the Stavropol Territory Interior Ministry Department as saying.

The press service of the Stavropol Territory prosecutor's office clarified that the criminal case is being investigated under Part 4 of Article 159 (fraud committed on an especially large scale) of the Criminal Code of the Russian Federation, RBC notes. This provision of the law provides for punishment in the form of imprisonment for up to ten years.

According to the website of the Stavropol Territory regional tariff commission, the position of chairman is occupied by Alexey Kazakov. According to open information from the Unified State Register of Legal Entities, Kazakov became acting. Chairman in October 2024, and since December 2024, he has held the post of Chairman of the RTK Stavropol Krai.

It should be noted that in March 2018, the Leninsky District Court of Stavropol found the former General Director of Stavropolkraivodokanal Vladimir Vdovin guilty of embezzlement and sentenced him to three years of suspended imprisonment, as well as a fine of 10 thousand rubles. Vdovin appealed the verdict, and in June of the same year, the Stavropol Krai Court replaced his suspended sentence with a fine of half a million rubles.
