Makhachkala residents protest against development of the territory near Portovskaya hospital

The Makhachkala City Hall appealed the decision of the appellate court, which ordered the issuance of a permit for the construction of a multi-story building near the Portovskaya Hospital. Residents of the area appealed to Putin and Melikov with a demand to prevent the construction.

On January 29, 2024, a video was published on the Instagram page of the "City is Ours" movement*, in which residents of Sinyavina Street in Makhachkala complained about the destruction of a park area on the territory of the Portovskaya Hospital. Local residents held a meeting at which they demanded that a private company stop cutting down a park with fruit trees. A plot of land with a garden in the Kirovsky district is being turned into a site for the construction of a multi-storey building, local residents complained. Residents of houses near the Portovskaya hospital are fighting against the construction of a multi-storey building, fearing the destruction of their houses, which are located on a bedrock. Activists expressed hope that the first reaction of the authorities to their appeals in a long time, the statement of the head of the republic Sergei Melikov, will help return the land given for development to federal ownership.

Residents of the area near the Portovskaya hospital in Makhachkala today appealed to Russian President Vladimir Putin and to the head of Dagestan Sergei Melikov. "We, residents of this area (Sinyavina, Parkhomenko Street), are categorically against the development of the former territory of the Port Hospital of Makhachkala. We are against the construction of a 14-story building here. <...> In this area, where they want to build a 14-story building, the infrastructure is very congested: there are two schools (public and private) and there is already a very heavy traffic load around. Parents bring and take their children to and from the private school, and the public school works in three shifts. Our electricity and water are already periodically turned off. And this huge building will be built on these utilities!" - local residents were outraged in a video message published by "Chernovik".

They noted that they fear that during the construction of this building, nearby houses may simply collapse. They also noted that the park area will only be a promise from the developer. They recalled that Melikov said in February 2024 that houses should not be built in the republic according to the principle of housing cooperatives.

"We really hope that you will intervene and prevent developers from questioning the word of an officer and the head of the Republic of Dagestan!" - they noted.

Acting Mayor of Makhachkala Dzhambulat Salavov reported on August 16 in his Telegram channel about a meeting with residents on the issue of developing the territory of the Port Hospital. He reported that the Makhachkala mayor's office appealed to the cassation court the decision of the appellate court, which obliged the city authorities to issue a permit for the construction of a 14-story building.

He promised that all the proposals and comments voiced would be carefully studied, and the final decision would be made only after the complaint was considered in court.

Recall that a teacher at the Dagestan State Agrarian University, Uma Gadzhieva, previously told the "Caucasian Knot" that she has lived near the Portovskaya Hospital on Sinyavina Street, 31 since 1978, this is the home of the teachers of this university.

"Our house is on rocky ground, and the construction of a multi-story building is planned in the immediate vicinity, about 20 meters. If they start blasting the rock, our house will simply slide down. It was previously damaged in the explosion on Parkhomenko Street, in my kitchen and "in the toilet, the joints of the walls came apart after the explosions," says Gadzhieva.

Resident of Sinyavina Street Raisat also reported that residents of nearby houses are against the construction primarily because there is a rock formation there. "We have already suffered after the assassination attempt on Said Amirov. There are huge cracks in our house and basement. As the developers explained to us, blasting operations will be carried out. Our house simply will not withstand. And the life support systems, cold and hot water pipes, heating run through the territory of the Portovskaya hospital. They plan to remove them," the woman says.
